0 0
installation, landfill gas probe installation, hydroseeding, and implementation of Site security that
were established in 2008. Final closure approval by the RWQCB and CalRecycle has not been
received.
On March 8, 2010, Miller Brooks submitted the Feasibility Study (FS) for the Site to the RWQCB. A
portion of the FS discussed installing additional monitoring wells on- and off-Site to further define
the horizontal extent of groundwater contamination. The addition of the monitoring wells was
approved by the RWQCB in their letter dated May 27, 2010. Therefore, this SHSP addresses the
installation of the additional groundwater monitoring wells.
1.3 PURPOSE AND OBJECTIVE
As mentioned above, this SHSP addresses the installation of additional groundwater monitoring
wells. The proposed installation includes two on-Site monitoring wells, MW-12 and MW-13 (See
Figure 2), and depending on the access granted by Union Pacific Railroad there will be a
potential of installing two or three off-Site monitoring wells.
This SHSP was prepared to meet the requirements of 29 CFR Part 1910.120, 8 CCR 5192,
applicable state requirements, the EPA Standard Operating Safety Guides for Hazardous Waste
Operations (1986), and the Miller Brooks Environmental Comprehensive Safety and Health
Program. This SHSP was prepared from the best available evidence concerning Site conditions.
It is recognized that conditions on a Site may change or that more information may become
available during the operation. Unless specified in this SHSP, the field team does not have the
option to modify the levels of personal protection in any way. If during the operation, it is
determined that the protection specified in the Site-specific safety plan requires modifications,
work will cease, and the site safety officer (SSO) will contact the project manager and/or Safety
Representative. Work will not resume until authorized.
This SHSP will be included as an appendix to the Monitoring Well Installation Workplan. The
associated tasks include:
• Installation of two on-Site monitoring wells and two additional, off-Site monitoring wells.
• Groundwater sampling and monitoring.
2 A ALLEN HAFOOKAV
P:\707 Cove Contractors\Groundwater\Well Installation Workplans\SHSP\SHSP_FINAL.doc
