a
USR property. Cove Contractors and USR are considered owners of the landfill by CalRecycle and
the Central Valley Regional Water Quality Control Board. Cove Contractors is considered the
operator and manages the environmental remediation and monitoring of the landfill for both
companies. The treated water discharge piping will be routed aboveground to the edge of the
landfill cap using two-inch diameter Schedule 80 PVC. The above ground piping will be secondarily
contained with internal leak detection as required by City of Stockton Municipal Utilities District
(MUD). The piping from the edge of the landfill cap to the sewer lateral will consist of two-inch
diameter HDPE pipe that is installed using horizontal drilling technology. The City of Stockton does
not have records identifying the material of construction for the sewer lateral but file data indicates
that it is six-inches in diameter. The lateral joins a 24-inch vitreous clay pipe(VCP)line at the east
side of South EI Dorado Street. MUD has verbally approved Cove Contractors discharge
application and will permit the discharge of the treated water as long as effluent limits are met.
Both the USR property and the Cove Contractors property are fully fenced and locked unless onsite
activities are being conducted. Public access to the Cove Contractors site, where the treatment
equipment is housed, is prohibited.
The process flow diagram is illustrated in Appendix D.
Dewatering System Workplan Stockton,Ca
Cove Contractors,Inc. 8 Project No.04.20090407.00
