In this regard, the <br /> facility has a groundwater monitoring well system which includes eleven wells. The facility is an <br /> unlined landfill containing auto shredder waste, and is in corrective action for the release of <br /> inorganic and organic constituents to groundwater. Part of the corrective action effort was <br /> installation of a final cover, which was completed. <br /> In their Monitoring Well Abandonment Workplan MW-7(workplan), which was submitted on <br /> 29 April 2014 via email, the Discharger requested that one groundwater monitoring well (MW-7) <br /> be abandoned. The Discharger requested this.abandonment due to concerns that the <br /> placement of the screen interval and the proximity to the waste "may allow water to migrate <br /> laterally from the screened interval into the landfill. <br /> Based on review of the workplan and the Dischrger's aforementioned.concerns,Water Board <br /> staff concurs with the request to abandon MW-7 provided that the Discharger complies with the <br /> conditions listed below. Please be aware that Finding 27 of the WDRs includes MW-7 as part of <br /> the groundwater monitoring system, and that Sections C.5 and DA of Monitoring and Reporting <br /> Program R5-2007-0084 state that MW-7 is a point of compliance and a corrective action well. <br /> In addition, MW-7 is in an upper shallow water bearing, or a perched zone, which is not <br /> monitored by other wells within the system. Therefore, a replacement well for MW-7 must be <br /> installed. The conditions of concurrence to abandon MW-7 include the following: <br /> • No later than 11 July 2014, a monitoring well installation workplan shall be submitted to <br /> replace MW77. The replacement well must be installed and sampled so that monitoring <br /> of the shallow/perched zone complies with the WDRs and so that a required sampling <br /> event is not omitted. The workplan shall include the information found in Section 1 of <br /> Attachment A to this letter. Within 30 days of installation of the MW-7 replacement <br /> well, a monitoring well installation report shall be submitted, and shall include the <br /> information in Section 2 of Attachment A. <br /> KARL E.
