' e
Andrew Keller -2 - 12 June 2014
San Joaquin County
• Within 45 days of abandonment of W-7, a monitoring well abandonment report shall
be submitted with the information found in Attachment B to this letter.
• Due to the installation of the final cover(which required relocation of monitoring wells)
and due to the planned abandonment of W-7, the groundwater monitoring system has
been altered over time. Moreover, the current system has not been certified according
to section 20415 of Title 27. Therefore, no later than 8 September 2014 the Discharger
shall submit an updated and certified Groundwater Monitoring System Evaluation report.
The report shall state whether the system meets the requirements of sections 20405(a)
for point of compliance [Monitoring Points and Point of Compliance]; 20415(b) et seq.
and (e) et seq. The report shall include
technical information and data to support the evaluations. A figure showing the
groundwater potentiometric surface and all existing and abandoned wells and
piezometers shall be included. The direction and gradient of groundwater flow shall be
depicted on a map. Geologic cross-sections which are perpendicular and parallel to the
groundwater flow lines shall be included, and shall be mapped or otherwise projected
through the waste management unit. The depth of waste and the groundwater
elevations at existing wells/piezometers shall be depicted on the cross-sections.
Hydrographs representing the groundwater elevations over time shall be provided and
shall also depict the top and bottom of the screens, the screen interval, and the position
of the pump intake: A table with the as-built well construction details and.survey data
shall be provided for all existing and abandoned wells. The report shall include.
recommendations to bring the system into compliance, including proposals for
monitoring the uppermost and/or perched zones identified at MW-7.
If you have questions, please contact me at mbovdOwaterboards.ca.aov or(916)464-4676.
MARY BOYD, P.E.
Water Resource Control Engineer
Compliance and Enforcement Section
Attachments: Attachment A—Requirements for Monitoring Well Installation Workplans and
Reports
Attachment B—Requirements for Monitoring Well Abandonment Reports
cc: Tadese Gebrehawariat, CalRecycle,,Sacramento
Mike Miller, City of Stockton Dept. of Public Works, Stockton
Jeff Bennett, EarthCon Consultants, Huntington Beach
