CALIFORNIA INTEGRATED WASTE MANAGEMENT BOARD <br /> Permitting and Enforcement Committee <br /> August 16, 1995 <br /> AGENDA ITEM <br /> ITEM: CONSIDERATION OF CONCURRENCE IN A NEW STANDARDIZED <br /> SOLID WASTE FACILITIES PERMIT 'FOR THE GROVER/SPRECKELS <br /> COMPOST FACILITY, SAN JOAQUIN COUNTY <br /> 1. SUMMARY <br /> Grover Environmental Products proposes to operate a green <br /> material composting facility on property owned by the Spreckels <br /> Sugar Company near the City of Manteca. The maximum volume of <br /> feedstock and active compost on site at any one time is expected <br /> to eventually exceed 10, 000 cubic yards and possibly reach 30, 000 <br /> cubic yards. <br /> Section 17857 (c) of the Board' s Composting Regulations, effective <br /> July 31, 1995, states that a green material composting facility <br /> that has more that 10, 000 cubic yards of feedstock and active <br /> compost on-site at any one time shall obtain a Standardized <br /> Permit prior to commencing operations. <br /> Pursuant to Section 18105 .1 of the Board' s Regulatory Tier <br /> Regulations, Grover Environmental Products has applied for a <br /> Standardized Solid Waste Facilities Permit. For facilities <br /> eligible for standardized permits, the LEA has 30 days to review <br /> the application package for completeness and another 15 days to <br /> determine whether or not the facility will be able to operate in <br /> compliance with the applicable minimum standards and standardized <br /> permit terms and conditions. If so, the LEA is required to <br /> submit the proposed standardized permit to the Board. <br /> 11. ANALYSIS: <br /> Requirements for Concurrence with the Solid Waste Facilities <br /> Permit Pursuant to California Code of Regulations, Title 14, <br /> Section 18105 .5 (c) , the Board has 30 calendar days to concur in <br /> or object to the issuance of a proposed standardized permit . If <br /> the Board receives a proposed permit prior to the August 23, <br /> 1995, Board meeting, 30 days would expire before the Board' s next <br /> scheduled meeting on September 28, 1995 . <br /> As this item goes to print, the LEA has not yet accepted the <br /> application as complete, nor has the LEA submitted the proposed <br /> standardized permit, because the operator is not yet in <br /> compliance with PRC Section 50000 . The LEA expects the Local <br /> Solid Waste Management Task Force to review and comment on the <br />
