Site Plan No . SVC_RA__*Pro1ect <br /> 17. All internal combustion engine driven equipment shall be <br /> properly maintained and tuned according to manufacturer' s <br /> specifications. <br /> 18. Idling of all internal combustion equipment shall be limited to <br /> ten minutes at any given time. <br /> 19. The applicant shall pave a 300 foot drive extending from Moffat <br /> Blvd. <br /> 20. All on-site access roads (not between windrows) and areas to be <br /> accessed by motorized vehicles or equipment shall be maintained <br /> at all times with a minimum covering of 2 inches of gravel. <br /> 21. Project proponent, when applicable, shall obtain a permit to <br /> operate from the San Joaquin Valley Unified Air Pollution <br /> Control District and any other appropriate state agency. <br /> Applicant shall comply with the terms and conditions of said <br /> entitlements. <br /> 22. Incoming material shall be limited to the 1. 5 acre receiving <br /> area. Incoming material shall be allowed to accumulate on-site <br /> but shall be handled in a timely manner. <br /> 23. Proper composting procedures shall be utilized, such as: <br /> a. Ensuring the compost is aerobically decomposing. <br /> b. Mixing types of incoming materials, materials high in <br /> nitrogen with materials higher in carbon content and <br /> maintaining a ideal temperature of 149 Fahrenheit degrees <br /> within the windrows. <br /> Page of <br />
