<br /> 2 Section 17862. Research Composting Operations.

<br /> 4 (a) An operator conducting research composting operations shall not have more than 5,000
<br /> 5 cubic-yards of feedstock, additives, amendments, chipped and ground material, and compost
<br /> 6 on-site at any one time, and shall comply with the EA Notification requirements set forth in Title
<br /> 7 14, Division 7, Chapter 5.0, Article 3.0 (commencing with Section 18100)of the California Code
<br /> 8 of Regulations, except as otherwise provided by this Chapter.
<br /> 9 (b)An operator conducting research composting operations utilizing within-vessel processing,
<br /> 10 may exceed 5,000 cubic-yards of feedstock, additives, amendments, chipped and ground material
<br /> 11 and compost, if the EA determines that such increased volume will not pose additional risk to the
<br /> 12 public health, safety and the environment.
<br /> 13 (c) In addition to the EA Notification requirements set forth in Title 14,Division 7, Chapter 5.0,
<br /> 14 Article 3.0, Section 18103.1 (a)(3), the operator shall provide a description of the research to be
<br /> 15 performed,research objectives, methodology/protocol to be employed, data to be gathered,
<br /> 16 analysis to be performed,how the requirements of this subchapter will be met, and the projected
<br /> 17 timeframe for completion of the research operation.
<br /> 18 (d) The EA Notification for a research composting operation shall be reviewed after each two-
<br /> 19 year period of operation. Review criteria shall include the results and conclusions drawn from
<br /> 20 the research.

<br /> 27 (a) A chipping and grinding operation that receives up to 200 tons per day of material that may
<br /> 28 be handled by a green material composting operation shall comply with the EA Notification
<br /> 29 requirements set forth in Title 14, Division 7, Chapter 5.0, Article 3.0 (commencing with Section
<br /> 30 18 100) of the California Code of Regulations, except as otherwise provided by this Chapter.
<br /> 31 (b) A chipping and grinding facility that receives more than 200 tons per day, and up to 500
<br /> 32 tons per day of material that may be handled by a green material composting operation shall
<br /> 33 obtain a Registration Permit pursuant to the requirements of Title 14, Division 7, Chapter 5.0,
<br /> 34 Article 3.0 of the California Code of Regulations, prior to commencing operations.
<br /> 35 (c) A chipping and grinding facility that receives more than 500 tons per day of material that
<br /> 36 may be handled by a green material composting operation shall obtain a Compostable Materials
<br /> 37 Handling Facility Permit pursuant to the requirements of Title 27, California Code of
<br /> 38 Regulations, Division 2, Subdivision 1, Chapter 4, Subchapter I and Subchapter 3, Articles
<br /> 39 1,2,3, and 3.1 (commencing with section 21450)prior to commencing operations.
<br /> 40 (d) A chipping and grinding operation or facility shall not be subject to the provisions of
<br /> 41 sections 17868.1 through 17868.3 of this Chapter.
<br /> 42 (e) If a chipping and grinding operation or facility exceeds the contamination limits in section
<br /> 43 17852 (a)(21), it shall be regulated as set forth in the Transfer/Processing Regulatory
<br /> 44 requirements (commencing at section 17400).
<br /> 45 (f) If a chipping and grinding operation or facility stores material for a longer period of time
<br /> 46 than is allowed by section 17852 (a)(10)(A)(2), then the site shall be regulated as a green
<br /> 47 material handling operation or facility, as set forth in this Chapter.
