Report of Composting Site Information. <br /> 4 <br /> 5 Each operator of a compostable material handling facility that is required to obtain a <br /> 6 Compostable Materials Handling Facility Permit, as specified in Article 2 of this Chapter, shall, <br /> 7 at the time of application, file a Report of Composting Site Information with the EA. If the <br /> 8 operator intends to alter the permitted feedstock, these changes must be reported to the EA for <br /> 9 maintenance of permit status. Such changes may become the basis for revisions to the permit or <br /> 10 for revocation of the permit. <br /> 11 <br /> 12 NOTE: Authority cited: Sections 40502, 43020 and 43021 of the Public Resources Code <br /> 13 Reference: Sections 43020 and 43021 of the Public Resources Code. <br /> 14 <br /> 15 Section 17863.4. Odor Impact Minimization Plan. <br /> 16 <br /> 17 (a)All compostable material handling operations and facilities shall prepare, implement and <br /> 18 maintain a site-specific odor impact minimization plan. A complete plan shall be submitted to <br /> 19 the EA with the EA Notification or permit application. <br /> 20 (b) Odor impact minimization plans shall provide guidance to on-site operation personnel by <br /> 21 describing, at a minimum,the following items. If the operator will not be implementing any of <br /> 22 these procedures, the plan shall explain why it is not necessary. <br /> 23 (1) an odor monitoring protocol which describes the proximity of possible odor receptors and a <br /> 24 method for assessing odor impacts at the locations of the possible odor receptors; and, <br /> 25 (2) a description of meteorological conditions effecting migration of odors and/or transport of <br /> 26 odor-causing material off-site. Seasonal variations that effect wind velocity and direction shall <br /> 27 also be described; and, <br /> 28 (3) a complaint response protocol; and, <br /> 29 (4) a description of design considerations and/or projected ranges of optimal operation to be <br /> 30 employed in minimizing odor, including method and degree of aeration,moisture-content of <br /> 31 materials, feedstock characteristics, airborne emission production, process water distribution,pad <br /> 32 and site drainage and permeability, equipment reliability,personnel training,weather event <br /> 33 impacts, utility service interruptions, and site specific concerns; and, <br /> 34 (5) a description of operating procedures for minimizing odor, including aeration, moisture <br /> 35 management, feedstock quality, drainage controls,pad maintenance, wastewater pond controls, <br /> 36 storage practices (e.g., storage time and pile geometry), contingency plans (i.e., equipment, <br /> 37 water,power, and personnel),biofiltration, and tarping. <br /> 38 (c) The odor impact minimization plan shall be revised to reflect any changes, and a copy shall <br /> 39 be provided to the EA, within 30 days of those changes. <br /> 40 (d) The odor impact minimization plans shall be reviewed annually by the operator to determine <br /> 41 if any revisions are necessary. <br /> 42 (e) The odor impact minimization plan shall be used by the EA to determine whether or not the <br /> 43 operation or facility is following the procedures established by the operator. If the EA determines <br /> 44 that the odor impact minimization plan is not being followed, EA may issue a Notice and Order <br /> 45 (pursuant to section 18304)to require the operator to either comply with the odor impact <br /> 46 minimization plan or to revise it. <br />
