April 4, 2003 Version <br /> 1 (c) Any agricultural material handling operation using this material shall ensure the feedstock <br /> 2 meets the metal concentration limits specified in Table 2 of Section 17868.2. <br /> 3 (d)Facility personnel shall be adequately trained to perform the activities specified in this <br /> 4 section. <br /> 5 (e) Any operation or facility using this feedstock shall maintain records demonstrating <br /> 6 compliance with this section. <br /> 7 <br /> 8 NOTE: Authority cited: Sections 40502, 43020, and 43021 of the Public Resources Code. <br /> 9 Reference: Sections 43020 and 43021 of the Public Resources Code. <br /> 10 <br /> 11 Article 8. Composting Operation and Facility Records <br /> 12 <br /> 13 Section 17869. General Record Keeping Requirements. <br /> 14 <br /> 15 Except as provided in subsection(d), all compostable materials handling operations and facilities <br /> 16 shall meet the following requirements: <br /> 17 (a)All records required by this Chapter shall be kept in one location and accessible for five (5) <br /> 18 years and shall be available for inspection by authorized representatives of the board, EA, local <br /> 19 health entity, and other duly authorized regulatory and EAs during normal working hours. <br /> 20 (b) The operator shall record any special occurrences encountered during operation and methods <br /> 21 used to resolve problems arising from these events, including details of all incidents that required <br /> 22 implementing emergency procedures. <br /> 23 (c) The operator shall record any public complaints received by the operator, including: <br /> 24 (1)the nature of the complaint, <br /> 25 (2) the date the complaint was received, <br /> 26 (3) if available, the name, address, and telephone number of the person or persons making the <br /> 27 complaint, and <br /> 28 (4) any actions taken to respond to the complaint. <br /> 29 (d) The operator shall record the quantity and type of feedstock received and quantity of <br /> 30 compost and chipped and ground material produced. Agricultural compostable materials <br /> 31 handling operations shall maintain records only for compostable material accepted from off-site. <br /> 32 (e) The operator shall record the number of load checks performed and loads rejected. <br /> 33 (f) The operator shall record all test results generated by compliance with Article 7 of this <br /> 34 Chapter, including but not limited to, metal concentrations, fecal coliform and Salmonella sp. <br /> 35 densities, temperature measurements, and dates of windrow turnings. <br /> 36 (1) The operator shall retain records detailing pathogen reduction methods. <br /> 37 (g) The operator shall record and retain records of any serious injury to the public occurring on- <br /> 38 site and any complaint of adverse health effects to the public attributed to operations. Serious <br /> 39 injury means any injury that requires inpatient hospitalization for a period in excess of 24 hours <br /> 40 or in which a member of the public suffers a loss of any member of the body or suffers any <br /> 41 degree of permanent disfigurement. <br /> 42 (h) The operator shall retain a record of training and instruction completed in accordance with <br /> 43 section 17867.5. <br /> 44 <br /> 45 <br /> 46 NOTE: Authority cited: Sections 40502, 43020, and 43021 of the Public Resources Code. <br /> 18 <br />
