Site Restoration. <br /> 6 <br /> 7 All compostable materials handling operations and facilities shall meet the following <br /> 8 requirements: 1 <br /> 9 (a) The operator shall provide the EA written notice of intent to perform site restoration, at least <br /> lo 30 days prior to beginning site restoration. <br /> 11 (b) The operator(s) and owner(s) shall provide site restoration necessary to protect public health, <br /> 12 safety, and the environment. <br /> 13 (c)The operator shall ensure that the following site restoration procedures are performed upon <br /> 14 completion of operations and termination of service: <br /> 15 (1) The operation and facility grounds,ponds, and drainage areas shall be cleaned of all residues <br /> 16 including, but not limited to, compost materials, construction scraps, and other materials related to <br /> 17 the operations, and these residues legally recycled, reused, or disposed of. <br /> 18 (2)All machinery shall be cleaned and removed or stored securely. <br /> 19 (3) All remaining structures shall be cleaned of compost materials, dust,particulates, or other <br /> 20 residues related to the composting and site restoration operations. <br /> 21 <br /> 22 NOTE: Authority cited: Sections 40502, 43020, and 43021 of the Public Resources Code. <br /> 23 Reference: Sections 43020 and 43021 of the Public Resources Code. <br /> 24 <br /> 25 Chapter 5.0 Enforcement of Solid Waste Standards and Administration of Solid Waste <br /> 26 Facilities Permits; Loan Guam tees <br /> 27 <br /> 28 Article 3.0 Regulatory Tier Requirements <br /> 29 <br /> 30 18103.1 . Filing Requirements. <br /> 31 (a) Any operator proposing to engage in solid waste handling pursuant to an EA Notification <br /> 32 shall notify the EA of its intent to operate in writing prior to commencing operations. This <br /> 33 written notification shall be legible and include the following information: <br /> 34 (1) The name, address, and phone number of the proposed operation; the name, address, and <br /> 35 phone number where the operator can be contacted if these differ from the operation site; and, <br /> 36 the name, address, and phone number of the owner if these differ from the operator. <br /> 37 (2) The section in Chapters 3 or 3.1 of Division 7 of this Title authorizing eligibility for this tier <br /> 38 and a description of the facility's operations, including but not limited to, volume and types of <br /> 39 wastes/material handled,peak and annual loading, and hours of operation. <br /> 40 (3)Documentation that the operator has notified the local planning department with jurisdiction <br /> 41 over the site of its intent to commence operations. <br /> ns. Documentation may include, proof of <br /> 42 compliance with CEQA, correspondence from the local planning department that compliance <br /> 43 with the California Environmental Quality Act'is not required for the operation to obtain local <br /> 44 land use approval or written notice to the local planning department of the operator's intent to <br /> 45 commence operations. <br /> 19 <br />
