Reports of Facility Information 10 11 Section 18227. Report of Composting Site Information 12 13 Each operator of a compostable material handling facility that is required to obtain a 14 Compostable Materials Handling Facility Permit, as specified in Title 27, California Code of 15 Regulations,Division 2, Subdivision 1, Chapter 4, Subchapter 1 and Subchapter 3,Articles 16 1,2,3, and 3.1 (commencing with section 21450), shall, at the time of application, file a Report of 17 Composting Site Information with the EA as required by Section 17863 of this Title. A Report 18 of Composting Site Information shall contain the following: 19 (a) A description of the processes to be used, including estimated quantities of feedstocks, 20 additives, and amendments. 21 (b)A descriptive statement of the operations conducted at the facility. 22 (c)A schematic drawing of the facility showing layout and general dimensions of all processes 23 utilized in the production of compost including,but not limited to, unloading, storage, 24 processing,parking, and loading areas. 25 (d)A description of the proposed methods used to control leachate, litter, odors, dust,rodents, 26 and insects. 27 (e) A description of the proposed emergency provisions for equipment breakdown or power 28 failure. 29 (f) A description of the storage capacity and anticipated maximum and average length of time 30 compostable materials will be stored at the facility. 31 (g) A description of compostable materials handling equipment used at the facility including 32 type, capacity, and number of units. 33 (h)Anticipated annual operation capacity for the facility in cubic-yards. 34 (i) A description of provisions to handle unusual peak loadings. 35 0)A description of the proposed method for storage and final disposal of nonrecoverable or 36 nonmarketable residues. 37 (k) A description of the water supplies for process water required. 38 (1) Identification of person(s) responsible for oversight of facility operations. 39 (m)A description of the proposed site restoration activities, in accordance with Section 17870. 40 (n) An Odor Impact Minimization Plan pursuant to Section 17863.4. 41 42 Authority cited: Sections 40502, 43020, 43021 and 43209.1 of the Public Resources Code 43 Reference: Sections 43020, 43021 and 43209.1 of the Public Resources Code. 44 20
