x <br />17870(c) - Restoration Procedures Performed <br />Comments: Operator is no longer at this location and green waste remains on site. <br />A. The operator shall ensure that the following site restoration procedures are performed upon completion of <br />operations and termination of service: <br />-The operation and facility grounds, ponds, and drainage areas shall be cleaned of all residues including, but not <br />limited to, compost materials, construction scraps, and other materials related to the operations, and these <br />residues legally recycled, reused, or disposed of. <br />-All machinery shall be cleaned and removed or stored securely. <br />-All remaining structures shall be cleaned of compost materials, dust, particulates, or other residues related to <br />the composting and site restoration operations. <br />B. Remove all green waste from the property. <br />x <br />17857.1(c) - Exeedance of 12,500 Cubic Yards <br />Comments: 60428 cubic yards of green waste was measured on site. <br />A. A green material composting operation may have no more than 12,500 cubic yards of feedstock, chipped and <br />ground material, amendments, additives, active compost, and stabilized compost on-site at any one time. <br />B. Remove all green waste from the site. Disposal receipts must be provided for all waste that is hauled for <br />disposal. For all waste that is removed for land application purposes, provide evidence of sampling pursuant to <br />Title 14 CCR section 17868.2 and Title 14 CCR section 17868.3(b)(1). <br />Inspection Report Comments: <br />Notes: <br />1.) As of May 23, 2017, operator has been evicted from the property. The site and the material are now under control of <br />property owner, Stephen A. Cortese (Holly Commerce Center, LLC). <br />2.) There is approximately 60,428 cubic yards of green waste on site. <br />3.) Odors on site were light. <br />4.) Fly population on site was light. <br />5.) Ponding was not visible on site. It was observed that green waste has been used to cover up a large amount of water <br />on the southwest side of the facility. This was evident while walking through this area. <br />6.) More than 6 inches of material was observed spread on the ground in several areas of the site. <br />7.) Neither business, nor property owner has obtained use permit for this location and therefore will be required to <br />remove all green waste from the property. <br />8.)
