X <br /> The proposed expansion will not result in substantial vehicle emissions or deterioration <br /> of ambient air quality, as discussed in the following section pertaining to Air Quality. <br /> There will be no alteration of air movement, moisture, or temperature or any change in <br /> climate, either locally or regionally. <br /> A primary purpose of a solid waste transfer station is to reduce the number of vehicle <br /> miles required for the disposal of solid waste. This is achieved by the fact that the <br /> station is located closer to the source of waste generation than the landfill, and by <br /> reducing the number of loads going to the landfill by the use of larger transfer vehicles. <br /> Thus, vehicle emissions will be reduced due to the fact that there will be less miles <br /> driven with the expansion than the would be if the waste were to be delivered to the <br /> landfill in smaller quantities. <br /> During construction, the transfer station may have the potential to emit dust particles to <br /> the atmosphere as soil is exposed and disturbed by construction vehicles and equipment. <br /> If this were to occur, most of the particles would settle on or immediately adjacent to the <br /> project site, but could cause a nuisance to neighboring land owners. To mitigate this, <br /> water trucks will be available during the construction period to keep dust to a minimum <br /> and this mitigation will be monitored in accordance with the Monitoring and Reporting <br /> Plan, shown in Appendix H. After the construction period, there will be a net decrease <br /> in the potential for wind erosion of the soil since more of the project site will be covered <br /> by buildings or pavement. <br /> The project may also have the potential to create objectionable odors because of the <br /> nature of refuse. This concern is mitigated through the operation of the facility. Refuse <br /> can not be held on site for more than 72 hours and under normal operation, is removed <br /> within 24 hours and transferred to a sanitary landfill. Thus odors will not pose a <br /> significant impact on the environment. <br /> To insure that odors are not a problem, the facility will continue to be monitored by the <br /> San Joaquin County Health District for proper maintenance and sanitation. This <br /> monitoring is included in the project's Monitoring and Reporting Plan, Appendix H. <br /> AIR QUALITY <br /> The following information is included to characterize the air quality in Lodi. It is taken from <br /> a publication entitled: "Background Report General Plan Update - City of Lodi," January 15, <br /> 1988, by Jones and Stokes Associates, and others.
