16 <br /> DETERMINING WASTE ACCEPTABILITY <br /> Warning labels are often useful in identifying the waste type. Wording such as <br /> "harmful if inhaled", or "use only in a well ventilated area" may indicate a hazardous <br /> material. Additionally, physical signs such as odor or color may be used to identify <br /> a prohibited waste. <br /> An incompatibility in waste type in a load may draw the attention of the inspector to <br /> the part of the load that seems out of place. An example would be one or more 55 <br /> gallon drums within a load of residential refuse. When any of the above is noted the <br /> customer would be questioned, and additional assessment undertaken. <br /> These observations,together with the customer's response to questions, may provide <br /> sufficient data to prohibit a waste. <br /> In some instances, the procedures described above may be insufficient to identify <br /> whether the waste can be accepted at the facility Since it is the customer's <br /> responsibility to ensure that a waste is permissible, the load-checking inspector may <br /> require that additional measures be undertaken by the customer at the customer's <br /> expense prior to accepting the waste. When this occurs,the customer will be advised <br /> to provide either written clarification by regulatory agencies that the waste is non- <br /> hazardous, or provide an analysis by a state certified hazardous waste laboratory. <br /> The customer is responsible for obtaining the laboratory analysis and incurs all <br /> associated costs. <br /> If prohibited wastes are discovered the customer is informed that such wastes cannot <br /> be accepted at the facility. Additionally, the customer is informed that the wastes <br /> must be removed from the facility and arrangements must be made for their proper <br /> disposal. Special caution will betaken when accepting wastes from sources that have <br /> previously attempted to deliver hazardous wastes to the site. Repeat offenders will <br /> be banned from the site. <br /> 6 <br />
