12803301 <br /> 2.1.3 Monitoring Times <br /> The noise monitoring was performed at two different times during a 30- <br /> day period. The first monitoring event occurred on September 11, 2002, <br /> and the second monitoring event occurred on October 1, 2002. <br /> 2.1.4 Monitoring Methods <br /> Sound level meters (SLM) were positioned at each monitoring location. <br /> The instrument height was approximately five feet above the ground. <br /> The SLM monitored sound levels using an "A"weighting and the slow <br /> meter response. The meters were calibrated before and after each <br /> monitoring event. <br /> 2.2 Particulate Sampling and Visual Observation <br /> 2.2.1 Applicable Regulations <br /> According to LEA Conditions provided in the permit for the MRF, the <br /> operator will monitor for dust to verify compliance with State minimum <br /> standards. According to the San Joaquin County Environmental Health <br /> Department the State standard is provided in 14 CCR 17407.4, which <br /> states: <br /> "The operator shall take adequate measures to minimize the <br /> creation, emission, or accumulation of excessive dust and <br /> particulates, and prevent other safety hazards to the public <br /> caused by obscured visibility." <br /> To help quantify the requirements of 14 CCR 17407.4, PM10 monitoring <br /> was conducted. The State PM10 standard for ambient air quality is 50 <br /> micrograms (averaged over a 24-hour period) of particulate, with an <br /> aerodynamic diameter of 10 microns or less, per cubic meter of air <br /> (µg/M). <br /> 2.2.2 Sampling Locations <br /> Four PM10 monitoring locations were selected along the property lines <br /> nearest the (MRF). The monitoring locations are shown in Figure 2 (see <br /> Appendix A). <br /> 2.2.3 Sampling Times <br /> The 24 hour samples were collected twice within a 30-day period on a <br /> day when the MRF activity was at or above normal. <br /> Noise,Particulate,and Vibration Report WM-CVWS <br /> Project 128-03 Page 3 October 30,2002 <br />
