12803301 <br /> Methodology2. <br /> 2.1 Sound Level Monitoring <br /> 2.1.1 Applicable Regulations <br /> ' According to the Local Enforcement Agency's (LEA) Conditions provided <br /> in the permit for the MRF, the noise produced at the facility will comply <br /> with the provisions of the San Joaquin County Development Code, Title <br /> 9, Section 9-1025.9. According to the County Code, the maximum <br /> instantaneous exterior noise level is 70 dBA for daytime hours (7:00 AM <br /> to 10:00 PM) and 65 dBA for nighttime hours (10:00 PM to 7:00 AM). <br /> The Conditions further states that the facility will meet State minimum <br /> standards. According to the San Joaquin County Environmental Health <br /> Department, the State minimum standards for noise at a solid waste <br /> handling facility can be found in Title 14 of the California Code of <br /> Regulations, Section 17408.3 (14 CCR 17408.3). These regulations <br /> ' state: <br /> "Noise shall be controlled to prevent health hazards and to <br /> prevent nuisance to nearby residents. Measures to control noise <br /> ' include but are not limited to: posting of warning signs that <br /> recommend or require hearing protection; separation by barriers <br /> that limit access to authorized personnel only; or, enclosures to <br /> reduce noise transmission. Compliance with specific provisions <br /> regarding noise control in a local land use approval, such as a <br /> conditional use permit or CEQA mitigation measures, shall be <br /> considered compliance with this standard." <br /> 2.1.2 Monitoring Locations <br /> Six sound level monitoring locations were selected along the property <br /> lines nearest the MRF. These sound level monitoring locations are <br /> shown in Figure 1 (see Appendix A). The locations were representative <br /> of the property line noise levels associated with MRF. There were also <br /> three offsite locations that were monitored for sound levels. The three <br /> ' offsite locations were: <br /> • Turner Road at North Beckman (approximately 50 feet east of <br /> the southeast corner of the property) <br /> • Turner Road at Cluff Avenue (approximately 100 feet south of <br /> the MRF) <br /> • Turner Road, east of the facility at the bend in the road <br /> (approximately 1000 feet west of the southwest corner of the <br /> property). <br /> ' Noise,Particulate,and Vibration Report WM-CVWS <br /> Project 128-03 Page 2 October 30,2002 <br />
