12803301
Methodology2.
2.1 Sound Level Monitoring
2.1.1 Applicable Regulations
' According to the Local Enforcement Agency's (LEA) Conditions provided
in the permit for the MRF, the noise produced at the facility will comply
with the provisions of the San Joaquin County Development Code, Title
9, Section 9-1025.9. According to the County Code, the maximum
instantaneous exterior noise level is 70 dBA for daytime hours (7:00 AM
to 10:00 PM) and 65 dBA for nighttime hours (10:00 PM to 7:00 AM).
The Conditions further states that the facility will meet State minimum
standards. According to the San Joaquin County Environmental Health
Department, the State minimum standards for noise at a solid waste
handling facility can be found in Title 14 of the California Code of
Regulations, Section 17408.3 (14 CCR 17408.3). These regulations
' state:
"Noise shall be controlled to prevent health hazards and to
prevent nuisance to nearby residents. Measures to control noise
' include but are not limited to: posting of warning signs that
recommend or require hearing protection; separation by barriers
that limit access to authorized personnel only; or, enclosures to
reduce noise transmission. Compliance with specific provisions
regarding noise control in a local land use approval, such as a
conditional use permit or CEQA mitigation measures, shall be
considered compliance with this standard."
2.1.2 Monitoring Locations
Six sound level monitoring locations were selected along the property
lines nearest the MRF. These sound level monitoring locations are
shown in Figure 1 (see Appendix A). The locations were representative
of the property line noise levels associated with MRF. There were also
three offsite locations that were monitored for sound levels. The three
' offsite locations were:
• Turner Road at North Beckman (approximately 50 feet east of
the southeast corner of the property)
• Turner Road at Cluff Avenue (approximately 100 feet south of
the MRF)
• Turner Road, east of the facility at the bend in the road
(approximately 1000 feet west of the southwest corner of the
property).
' Noise,Particulate,and Vibration Report WM-CVWS
Project 128-03 Page 2 October 30,2002
