1.0 FACILITY OVERVIEW <br /> 1.1 INTRODUCTION AND PURPOSE <br /> The Central Valley Waste Services Material Recovery Facility/Transfer Station <br /> (CVWSMRF/TS) is a large volume materials recovery and transfer/processing facility <br /> located in San Joaquin County. The California Code of Regulations, Title 14 (14 <br /> CCR), Section 17402 (a)(8) defines a large volume transfer/processing facility as "a <br /> facility that receives 100 tons or more of solid waste per operating day for the <br /> purpose of storing, handling or processing the waste prior to transferring the waste <br /> to another solid waste operation or facility." In accordance with the current tiered <br /> permitting requirements included in 14 CCR, a full Solid Waste Facilities Permit <br /> (SWFP) is required for the CVWSMRF/TS and therefore, a Transfer/Processing <br /> Report (TPR) was prepared. This TPR has been prepared to include the specific <br /> information requirements outlined in 14 CCR, Section 18221.6. <br /> The purpose of this document is to present updated information on the <br /> CVWSMRF/TS to accurately reflect current operational conditions as part of the five <br /> year permit review process. This TPR, which replaces the 1997 Report of Station <br /> Information (RSI), also meets current changes in transfer station permitting <br /> regulations. This TPR will serve as the basis for revising the 1997 SWFP. <br /> 1.2 PROPOSED CHANGES TO OPERATIONS <br /> The proposed operational change to the CVWSMRF/TS is the addition of equipment <br /> to the MRF operation. The TPR also presents minor changes in site conditions, <br /> operations and station configuration since the 1997 RSI was prepared and the 1997 <br /> SWFP was issued. <br /> 1.3 OWNER/OPERATOR <br /> The CVWSMRF/TS is owned and operated by USA Waste of California, Inc., d.b.a. <br /> Central Valley Waste Services (CVWS), a Waste Management company.
