1.4 SITE LOCATION
The facility is located in the City of Lodi in San Joaquin County (see Figure 1). The
address of the facility is 1333 East Turner Road, Lodi, California.
1.5 SITE PLAN DESCRIPTION
The CVWSMRF/TS is a large volume transfer station facility located on
approximately 16.48 acres (see Figure 2). The transfer station activities, including
the MRF, take place on approximately 10.64 acres. The MRF operates within a
45,000 square feet building west of the transfer building. Operations at the
CVWSMRF/TS are currently permitted by SWFP number 39-AA-0017, dated July 23,
1997 and Use Permit Number U 91-15, dated June 26, 1991. The transfer station
facility is designed to accept municipal solid waste generated by the City of Lodi
and the surrounding communities. The MRF is a regional facility designed to assist
the City of Lodi and surrounding areas in complying with the waste reduction and
recycling mandates of A6939. The MRF accepts commingled recyclables, source-
separated recyclables and materials brought in for buy-back. Materials designated
for recovery are manually and mechanically sorted to separate recyclables. The
recyclables are then sold to secondary materials markets. The residual waste is
transported to the on-site transfer station for final disposal. In addition, all waste
loads unloaded directly in the transfer building are also inspected for any
salvageable/recyclable materials. Identified materials (i.e., cardboard, mixed paper)
are separated and then transferred to the MRF.
The facility has designated areas for: unloading and transfer of solid waste from
refuse collectors and the general public, unloading of source separated recyclables,
baling and storage of recyclable materials, for wood waste and yard waste storage
and processing, for vehicle parking, office administrative activities, hazardous waste
storage (from on-site refuse load checking activities) and for miscellaneous activities
related to the items listed above. Also located on the property, but outside the
permitted area, is the compost facility. Composting operations are performed on
6.6 acres, which is a separately permitted operation.
Central Valley Waste Services MRF/TS 1-2
Transfer/Processing Report
(L:\Wstemgmt\2002.040\Reports\FinafTPR\Sec1:05/08/02) BRYAN A.STIRRAT&.ASSOCIATES
