2.0 TRANSFER STATION INFORMATION
2.1 TRANSFER STATION ACTIVITIES
The following sections describe the activities conducted at the CVWSMRF/TS
from materials receiving to transfer of refuse off-site as required by 14 CCR,
Section 18221.6 (d).
2.1.1 MATERIALS RECEIVING
Refuse vehicles enter the site via gate 4. Each truck is weighed at the scale and
directed to the tipping floor of the transfer station for unloading. Vehicles
containing recyclables also enter at gate 4 and are weighed and are directed to
unload at the appropriate recyclable tip area at the MRF. Refuse and recyclable
materials vehicles are weighed again upon exit. Self haul vehicles enter the
facility through gate 3. These vehicles are charged by the cubic yard and thus
are not weighed. A conversion factor of unit weight per cubic yard is used in
determining the total weight of self haul material received. Vehicles containing
rock, green and yard waste, agricultural materials, wood and brush and
recyclables enter through gate 3 and unload in the appropriate area for each
material.
2.1.2 UNLOADING
Transfer Station
All incoming waste is unloaded inside the transfer station building. The unloading of
waste within the building affords adequate controls for wind blown materials. The
unloading areas are confined to an area necessary to conduct smooth operations
and not hinder the ingress and egress of vehicles through the facility. Traffic spotters
ensure that unloading operations are conducted at the appropriate area and are
kept as confined as practicable. The main function of the transfer station is to
transport non-recoverable refuse material to landfills; however, as shown on Figure
orts are made to recover useful materials for recycling and reuse such as wood
!"waste, construction debris, yard and garden wastes. Self haul vehicles containing a
high percentage of recyclable materials are directed to one of the material recovery
0 stations. Loads containing wood waste are directed to the wood recovery area.
Central Valley Waste Services MRF/TS 2-1
Transfer/Processing Report
(L:\Wstemgmt\2002.040\Reports\FinaITPR\Sec2:05/13/02)
BRYAN A.STIRRAT&.ASSOCIATES
