The Site Plan presented as Figure 2 shows the locations of site buildings and
other structures, the general layout for all loading and unloading, storage,
processing and parking areas at the station. Figure S and 6 shows the floor plan
of the transfer building and MRF where waste handling and recycling activities
are conducted. Figure 7 shows the typical flow of traffic into and out of the
facility and Figure 8 shows the drainage plan.
2.3.2 DESIGN CALCULATIONS
The CVWSMRF/TS was designed in accordance with accepted engineering
practices for this type of waste handling facility. Title 14 CCR regulations
pertaining to the operation of transfer stations were developed to evaluate a
facility's performance through objective periodic inspections. Design criteria
utilized to determine the station's waste handling capacity, traffic loading and
drainage system capability have been demonstrated repeatedly by the level of
compliance the operator is able to maintain at the current permitted tonnage
allowed for in the 1997 SWFP.
The transfer station building design can accommodate in excess of the maximum
daily inflow rate of 1700 tpd of material on the building floor within the waste
transfer building. The storage capacity is based on utilization of 60 percent of
the useable floor space, a refuse density of 370 pounds per cubic yard and an
average waste height of 10 feet.
The maximum refuse throughput for the transfer building based on a 24 hour
operating day and loading of 4 trucks per hour is 96 transfer trailers per day.
Each transfer trailer holds approximately 22 tons of waste. Therefore, 96 transfer
trucks per day, multiplied by 22 tons equals a maximum throughput of 2,112 tpd
for the refuse transfer station operation which exceeds the current SWFP
maximum throughput.
2.4 WASTE TYPE AND VOLUME
The CVWSMRF/TS receives non -hazardous mixed municipal solid wastes from
residential (self -haul), commercial and industrial sources.
Central Valley Waste Services MRF/TS 2-4
Transfer/Processing Report
(L:\Wstemgmt\2002.040\Reports\FinarrPR\Sec2:05/13/02) BRYAN A.
