• <br />0 <br />• <br />3.1.7 PERSONNEL HEALTH AND SAFETY PROGRAM <br />In accordance with 14 CCR, Section 17408.7, the operator has prepared a safety <br />plan in accordance with SB 198 (Injury and Illness Prevention Program). This <br />plan is maintained at CVWSMRF/TS main administration office. <br />All personnel directly involved with the operation of the MRF and transfer station <br />are equipped and required to use proper footwear. Safety equipment, such as <br />hard hats, gloves and safety glasses are provided. Ear plugs and dust masks are <br />required when performing any task that could produce flying particles or <br />excessive noise levels. Appropriate gloves are provided and required when <br />handling materials with sharp or jagged edges which may result in lacerations. <br />In addition, heavy equipment operators use radios to communicate constantly <br />with ground crew personnel to minimize any possible accident. <br />Industrial first aid kits are provided and are located in the MRF, maintenance <br />facility and administrative offices. Emergency eyewash/shower units are <br />provided and are located in the MRF, transfer station and maintenance facility. <br />Hand washing facilities and liquid hand soap are provided and their use required <br />for personal hygiene. <br />3.1.8 LOAD CHECKING <br />In accordance with 14 CCR, Section 17409.5(a), the operator has implemented a <br />load -checking program at the CVWSMRF/TS. The Load Check Data Sheet is <br />included in Appendix D. Site personnel are trained in the recognition, proper <br />handling and disposition of prohibited waste. Load checking records for the <br />previous year are maintained for future reference at the CVWSMRF/TS main <br />administration office. <br />The screening of incoming loads for hazardous and prohibited wastes begins at <br />the scale house. Customers are asked if they have any hazardous or prohibited <br />waste within their load. Signs indicating what types of waste are prohibited are <br />posted on the scale house. <br />The company has adopted a visual inspection program to prevent the unloading <br />of any unacceptable materials including hazardous waste.
