materials or the truck wash flows into a clarifier for reduction of high BOD and
suspended solids prior to discharge into the city sanitary sewer system.
3.2 STATION CONTROLS
3.2.1 ODOR CONTROL
in accordance with 14 CCR, Section 17406.2(d), odor control measures are
instituted at the CVWSMRF/TS. Odors are controlled by the rapid processing
and transportation of waste after it is deposited at the transfer station including
residual waste generated in the MRF. Operations are planned so that no waste
is retained on site for more than 48 hours. Odors within the building are
controlled through a ceiling ventilation system and good housekeeping methods.
3.2.2 DRAINAGE CONTROL
In accordance with 14 CCR, Section 17407.3, the facility was designed with
drainage control features. Drainage is controlled using an underground drainage
system. The facility layout has been designed to direct all runoff and storm water
into the drainage system. Drainage control features include:
• The separation of wastewater and pollutant sources from contact with storm
water.
• Connection of drainage system areas to a clarifier system that reduces the
first flush pollutant typically generated from wash waters.
• Facility management systems will ensure that operations personnel maintain
proper housekeeping and spill containment for overall pollutant reduction.
A surface drainage and water runoff control plan is shown on Figure 8. The
design complies with the NPDES industrial storm water permit regulations
adopted by the State Water Quality Control Board.
3.2.3 DUST CONTROL
In accordance with 14 CCR, Section 17 407.4, dust control measures are
conducted at the CVWSMRF/TS. All surfaces subject to frequent equipment and
vehicle traffic are paved. A street sweeper is used to clean the paved areas on
site and access roads off site. A water truck is used to lightly spray water on
Central Valley Waste Services MRF/TS 3-9
Transfer/Processing Report
(L:\Wstemgmt\2002.040\Reports\FinaITPR\Sec3.05/09/02) BRYAN A.
