• provided to direct the flow of traffic. Spotter and shift supervisors direct traffic <br /> and facility operations in an effort to reduce potentially dangerous situations <br /> from occurring. Visitors to the site are required to park in designated parking <br /> areas adjacent to the main office building to avoid circulation conflict with <br /> trucks. <br /> 3.2.8 VECTOR, BIRD AND ANIMAL CONTROL <br /> In accordance with 14 CCR, Section 17410.4, the operator institutes measures <br /> to control or prevent the propagation, harborage and attraction of flies, rodents <br /> or other vectors and animals, and to minimize bird attraction. All waste <br /> materials which are brought to the site are transported for disposal within 48 <br /> hours. Materials that are recovered as recyclables are processed and removed <br /> from the site at regular intervals. These materials will not attract vectors. Items <br /> received at the facility which tend to attract vectors (e.g., food, wastes, seed, <br /> etc.) are rapidly processed and transferred off-site for ultimate disposal at a Class <br /> III landfill. All containers are inspected and cleaned regularly if they appear to be <br /> an attraction to any vectors. Proper grading and drainage prevents any standing <br /> water from accumulating along the edge of the buildings or wash areas. If fly <br /> larvae are noted, the area is sprayed with an appropriate fly control agent and <br /> wet material is removed so larvaie will not return. Chain-link fence and masonry <br /> walls around the property also prevent the entrance of larger rodents (animals) <br /> into the facility. A regular maintenance program to prevent vector problems is <br /> conducted by a professional exterminator. <br /> 3.2.9 TRAFFIC CONTROL <br /> Pursuant to 14 CCR, Section 17418.3, traffic flow through the CVWSMRF/TS <br /> shall be controlled to prevent interference with or creation of a safety hazard on <br /> adjacent public streets or roads, on-site safety hazards and interference with <br /> operations. Adequate on-site (off public street) parking for transfer vehicles is <br /> provided at the CVWSMRF/TS as shown on Figure 2. <br /> The facility is accessed by Turner Road which is accessible by surface streets or <br /> Highway 99. Turner Road terminates at the facility gate, so there is no "through" <br /> traffic.
