4.0 REGULATORY AGENCY REQUIREMENTS <br /> 4.1 PERMITS AND APPROVALS <br /> 4.1.1 INTRODUCTION <br /> In order to operate a transfer/processing facility in the State of California, the <br /> project proponent must obtain various permits from those local and state <br /> agencies having jurisdiction over the handling and disposal of non-hazardous <br /> solid waste. <br /> The following sections list the responsible agencies which have jurisdiction <br /> over the CVWS and the permit they require to operate the facility in <br /> accordance with 14 CCR, Section 18221.6 (p). <br /> 4.1.2 CALIFORNIA INTEGRATED WASTE MANAGEMENT BOARD <br /> All solid waste facilities are required to have a SWFP issued by the LEA and <br /> concurred on by the CIWMB. <br /> The current SWFP was issued in 2012 and is included in Appendix E. The <br /> operator will update the current SWFP as needed to accurately reflect waste <br /> handling operations at the station. The state solid waste information system <br /> or SWIS number for this facility is 39-AA-0017. <br /> 4.1.3 SAN JOAQUIN COUNTY ENVIRONMENTAL HEALTH DEPARTMENT <br /> The San Joaquin County Environmental Health Department serves as the <br /> local enforcement agency (LEA) having jurisdiction over this facility. The <br /> LEA is the local regulatory body acting on behalf of the CIWMB which issues <br /> and enforces the terms and conditions of the SWFP. The most recent SWFP <br /> for the CVWS was issued in 2012 and is designated as 39-AA-0017. The <br /> LEA is responsible for processing any permit changes which are necessary to <br /> keep the SWFP accurate and up-to-date.
