4.1.4 LOCAL LAND USE AUTHORITY <br /> The local land use authority is the City of Lodi. Use Permit No. U 91-15 has <br /> been issued for the site (see Appendix E). <br /> 4.1.5 FIRE DEPARTMENT <br /> The City of Lodi Fire Department is the local fire authority having jurisdiction <br /> over the CVWS. Permits issued by the City of Lodi Fire Department are <br /> maintained at the CVWS main administration office. <br /> 4.1.6 SAN JOAQUIN VALLEY UNIFIED AIR POLLUTION CONTROL DISTRICT <br /> The California Air Resources Board (CARB) establishes air quality and <br /> emission standards and rules for Air Pollution Control Districts (APCD) based <br /> on EPA guidelines under the Clean Air Act. APCDs are responsible for <br /> implementing local air quality controls and issuing permits for new sources of <br /> air pollution. The CVWS fall under the jurisdiction of the San Joaquin Unified <br /> Air Pollution Control District (SJUAPCD). <br /> 4.1.7 CALIFORNIA ENVIRONMENTAL PROTECTION AGENCY/DEPARTMENT <br /> OF TOXIC SUBSTANCES CONTROL (DTSC) <br /> The CVWS does not knowingly accept regulated hazardous waste at the <br /> Transfer Station or in the MRF. A Hazardous Waste Exclusion Program is <br /> implemented to ensure that toxic or hazardous wastes are removed from the <br /> waste stream and do no reach the landfill. The material is inventoried and <br /> prepared for shipment (lab packs, drums, etc.). The material is shipped to <br /> appropriate recycling facilities or disposal sites. The State of California <br /> Department of Toxic Substances Control (DTSC) has issued the CVWS a <br /> hazardous generator number (CAL000194471) for shipment of hazardous <br /> waste diverted from the waste stream. <br /> As discussed in Section 3.1.11 above, the CVWS does receive Universal <br /> Wastes from loadcheck activities only, including CRTs and electronic devices <br /> and recycles these materials. The CVWS and its contractor have filed <br /> Notices of Intent with the DTSC as Universal Waste Electronic Devices and/or <br /> ® Cathode Ray Tube Materials Handler. In addition CVWS does not currently <br /> Central Valley Waste Services 4-2 <br /> Transfer Processing Report <br /> Section 4—4-24-17 <br />
