2.1 TRANSFER STATION ACTIVITIES <br />The following sections describe the activities conducted at the CVWS from <br />materials receiving to transfer of refuse off-site as required by 14 CCR, <br />Section 18221.6 (d). <br />2.1.1 MATERIALS RECEIVING <br />Refuse vehicles enter the site via gate 4. Each truck is weighed at the scale <br />and directed to the tipping floor of the transfer station for unloading. Vehicles <br />containing recyclables also enter at gate 4 and are weighed and are directed <br />to unload at the appropriate recyclable tip area at or adjacent to the MRF. <br />Refuse and recyclable materials vehicles are weighed again upon exit. Self <br />haul vehicles enter the facility through gate 3 and occasionally gate 4 for <br />scale weight. These vehicles are typically charged by the cubic yard and thus <br />are not weighed unless directed due to volume and/or material. A conversion <br />factor of unit weight per cubic yard is used in determining the total weight of <br />self haul material received when not weighed. Vehicles containing rock, <br />green and yard waste, agricultural materials, wood and brush and recyclables <br />enter through gate 3 and/or 4 and unload in the appropriate area for each <br />material, depending on the material and volume this may be within the <br />transfer station or the wood/green waste storage areas. <br />Transfer Station <br />All incoming waste from commercial vehicles are unloaded inside the transfer <br />station building at the south end. Self -haul vehicles are unloaded in the north <br />end of the transfer station under and directly in front of the building within a <br />fenced area. The unloading of waste within the building and fenced self -haul <br />area affords adequate controls for windblown materials. The unloading areas <br />are confined to an area necessary to conduct smooth operations and not <br />hinder the ingress and egress of vehicles through the facility. Traffic spotters <br />ensure that unloading operations are conducted at the appropriate area and <br />are kept as confined as practicable.
