is to transport non-recoverable refuse material to landfills; however, as shown
on Figure 3, efforts are made to recover useful materials for recycling and
reuse such as wood waste, construction debris, metal, card board, yard and
garden wastes as well as other recyclables. Self -haul vehicles containing a
high percentage of recyclable materials are directed to one of the material
recovery tipping areas.
Loads containing wood waste are directed to the wood recovery area. Loads
containing large volumes of yard and garden waste are directed to the green
waste area, where the materials are stockpiled until transported offsite for use
as feedstock for composting or biofuel. Processed wood chips will also be
accepted at the facility and stored in the compost area. The wood chips will
be transferred offsite for biofuel use or sent through a colorizing system to
create colorized mulch. Colorized mulch will be stored in bunkers within the
compost area prior to being loaded into a truck for delivery or sold to the
public. Site currently is not actively colorizing mulch but may in the future.
Wood Chips will be stored no longer than 6 months upon receipt. The
anticipated average throughput is 100 tpd.
Collection trucks with loads of recyclables are directed to recycling tipping area
adjacent to the MRF or to a tipping area within the MRF facility" depending upon
the type of recyclables. As shown on Figure 4, most recyclables from
commingled, source separated, commercial and industrial sources are dumped
on the tipping floor where they are conveyed for processing. Commingled
recyclables are first manually sorted to remove various paper grades then
mechanically sorted using screens, blowers and magnets to remove glass, metal
and plastic. A secondary manual sort is used to separate the various plastics
and glass. Source separated recyclables are directly fed to the baler. Non -
recyclable material is delivered to the transfer station for disposal.
2.1.3 INCOMING MATERIALS STORAGE
The operating procedure is to remove residual waste as it is received.
However, any waste material that is collected outside of the landfill hours is
stored on the transfer station floor until it can be loaded into transfer truck
trailers for shipment to the landfill the following work day. Based on the
maximum inflow rate of 1,700 tpd and a bulk density of refuse on the tip floor
of 400 pounds/cubic yard, 8,500 cubic yards of storage capacity is needed for
Central Valley Waste Services 2-2
Transfer Processing Report
Section 2 — 4/24/17
