Operations and design immediately prior to August 15 , 1977 were as <br /> specified by the Plan of Operation for Large Volume Transfer <br /> Stations dated October 12 , 1977 which is hereby made a part of this <br /> permit. <br /> E. Land within 1,000 feet of the transfer station is zoned as follows : <br /> 1. M-1 Light Industrial. <br /> 2 . C.M. Commercial Manufacturing. <br /> 3. I.E. Residential Zoning and Development . <br /> F. This county has no solid waste management plan, but this transfer <br /> station was established before August 18 , 1974, therefore no finding <br /> of need and necessity from the State Solid Waste Management Board <br /> is required. <br /> G. This facility' s operations are currently in substantial compliance <br /> with State Minimum Standards as determined by a physical inspection <br /> made on February 3 , 1978, except that they violate Sections 17462 , <br /> 17483 , 17484, 17496 , and 17532 . The conditions of this permit <br /> establish an appropriate schedule for compliance with these sections . <br /> H. This permit is consistent with the State Minimum Standards in that the <br /> following conditions establish an appropriate schedule for compliance <br /> with those standards . <br /> TI. CONDITIONS: <br /> A. Requirements : <br /> 1. The design and operation of this facility must comply with all <br /> of the State Minimum Standards for Solid Waste Handling and <br /> Disposal. <br /> 2 . The design and operation of this facility must comply with all <br /> federal , state, and local requirements and enactments . <br /> 3 . The San Joaquin Local Health District reserves the right to <br /> require additional information concerning the design and operation <br /> of this facility. <br /> B. Prohibitions : <br /> 1. The following actions are prohibited at the facility: <br /> a. Disposal of residential refuse. <br /> b . Disposal of tires . <br /> c. Disposal of construction/demolition wastes . <br />
