KLE/NFEL®ER <br /> Bright People.Right Solutions. <br /> STAA-Regular (70 feet) or STAR-Long (74 feet). KD Anderson prepared a generalized <br /> analysis of truck turning movements that would be entering and leaving ESRTS in order <br /> to determine whether the Cal-Legal trucks can complete required turns without <br /> encroaching into opposing lanes or leaving the traveled way or shoulder. The analysis <br /> included required turns extending from SR 4 ramps to the proposed ESRTS Weber <br /> Avenue driveways. <br /> The KD Anderson analysis, which is included in Appendix E, found that all turns to and <br /> from SR 4 can be completed without improvements. At the proposed project driveway, <br /> the proposed driveway configuration may need minor modifications to accommodate <br /> truck turning. Parking on Weber Avenue will need to be restricted, and entering trucks <br /> will need to enter the opposing lane. <br /> In order for the street system to safely accommodate the projected truck movements, <br /> ESRTS will need to comply any necessary improvements, including street, striping and <br /> signage modifications, will need to be defined in an engineering process, reviewed and <br /> approved by the City and then made by the applicant. The required improvements are <br /> reflected in the mitigation measures below. <br /> City staff has expressed concerns regarding truck queuing along Weber Avenue. As <br /> discussed in Section 2.0 Project Description, the project would provide queuing for an <br /> estimated 15 trucks, which exceeds estimated queuing requirements of six trucks, by a <br /> factor of 2.5. As a result, the project is not expected to result in any significant queuing <br /> on Weber Avenue. In the event, that queuing requirements exceed expectations, a <br /> truck metering plan will be needed, as required by a mitigation measure below. This <br /> would reduce potential queuing impacts to a less than significant level <br /> Level of Significance: Potentially significant <br /> Mitigation Measures: <br /> 1. The ODS shall define and construct any necessary improvements, including <br /> parking, street improvements, striping and signage modifications needed to <br /> safely accommodate truck turning movements associated with the project. <br /> 2. In the event that the project queuing requirements extend off-site, the ODS <br /> shall be responsible for preparing and implementing a truck metering plan that <br /> minimizes off-site queuing. <br /> Significance After Mitigation: Less than significant <br /> Implementation: The ODS will be responsible for the analysis, design and <br /> construction of truck turning safety measures, and for preparation and <br /> implementation of the truck queuing plan, if required. <br /> 121339/ST011 R226 3-61 October 14, 2011 <br /> Copyright 2011 Kleinfelder <br />
