The proposed <br /> project would involve an incremental rise in storm water generation. The project site <br /> ' has been in industrial use, and existing lines on the site are sized to handle planned <br /> development. <br /> Storm runoff water quality is regulated by the federal Clean Water Act through the <br /> National Pollutant Discharge Elimination System (NPDES). The NPDES requirements <br /> are delegated to the California Regional Water Quality Control Boards (RWQCB); <br /> ' Stockton is in the jurisdiction of the Central Valley RWQCB. The state has adopted <br /> separate general permits to control storm water pollution from construction and <br /> industrial activities. <br /> The City of Stockton Storm Water Management Program includes regulations which <br /> establish local oversight of the state general permit system and more effective control of <br /> storm water quality and volume impacts. These requirements, which require the <br /> inclusion of low-impact development and volume reduction measures in areas of new <br /> development, are discussed in detail in Section 8, Hydrology and Water Quality. <br /> Compliance with applicable state and local NPDES requirements and the grading <br /> ordinance would avoid significant water quality impacts of project construction. <br /> ' New development within the project would be paved and graded to direct the runoff to <br /> Best Management Practices as defined in the City's Storm Water Quality Criteria <br /> Control Plan. Therefore, runoff from the project site would have an acceptable level of <br /> ' contamination prior to discharge into the City's drainage system. <br /> It is expected that existing sewer, water and storm drainage lines in the project vicinity <br /> would be adequate to support the project. However, connecting lines from the site to <br /> the larger existing may be required. Mitigation described below would ensure that on- <br /> site utilities would adequately provide service to City and CalWater standards. <br /> Level of Significance: Potentially significant <br /> ' Mitigation Measures: <br /> 1.
