KLEINFEL®ER <br /> Bright People.Right Solutiom <br /> ESTIMATE IE T EMISSIONS <br /> Diesel exhaust emissions associated with the proposed project were determined by <br /> estimating truck trips, determining the appropriate emission rates for the trucks, <br /> calculating resulting annual emissions, and converting these emissions to emission rates <br /> for dispersion modeling. Diesel PM only has long term risk exposures, thus only the <br /> annual emissions were calculated and used for modeling. The following subsections <br /> detail how these values were determined, and details can be found in Attachment A. <br /> Proposed Truck Traffic <br /> The truck trips and times were reported by Pacific Waste Consulting Group (PWCG 2011) <br /> based on existing operations and the new permit limits. The information used included <br /> the following: <br /> Proposed Annual Trucks: 92,447 trucks <br /> Proposed On-Facility Distance: 30,224 miles <br /> Proposed Off-Facility Mileage: 55,468 miles <br /> Proposed Idle Time 13,840 hours <br /> The value for off-facility mileage was calculated based on the distance from the proposed <br /> facility entrance west of the intersection of Weber Avenue and North Filbert Street and <br /> continuing south to the on/off ramps of Highway 4. The one-way distance, estimated to <br /> be 0.23 miles, was doubled to account for travel to and from the facility and multiplied by <br /> the number of trucks to calculate the mileage reported above. Idle time for each <br /> operation was estimated based on existing operations and projected for the proposed <br /> project (PWCG 2011). <br /> Emission Rates <br /> The California Air Resources Board has promulgated the On-Road Truck regulations as <br /> part of their overall Risk Reduction Plan that will generate overall reductions of 75% in <br /> diesel PM by 2010 and by at least 85% in 2020 with additional reductions expected in the <br /> longer term. Emission rates were determined using EMFAC2007 for various future years <br /> with regulatory requirements applied (e.g., 2010 and newer trucks by 2023).
