The complaint was forwarded to our office by the Code Enforcement Officer in the <br /> City of Stockton. The complaint was apparently filed to the Code Enforcement office of the City <br /> on Monday, October 3, 2011. I spoke with the complainant,by telephone, today. The <br /> complainant stated that all last week,the odor was bad and strong. This week, they can still <br /> smell the odor but not as bad. The complainant further stated that they are a long time resident <br /> of the area. They have asthma and strong odors affect them strongly. Many years ago, the <br /> complainant and other nearby residents went to the City Council to register their complaints <br /> about the operation. The City Council ordered the former owner of the facility to put the tarp <br /> covers all around the facility structure and to use de-odorizing substances to combat odor from <br /> the operation. The complainant stated that those measures seemed to help. The complainant <br /> added that they may organize an opposition to the planned expansion of the facility. The <br /> complainant stated that they made contact with facility employees about the odor in the past but <br /> this time. <br /> Now,the question for you is, did you receive some odorous loads last week? Was there any <br /> change in the operation? Were you receiving and processing materials, and removing residual <br /> wastes to disposal as always and as required(within 48 hours)? Or, did you have equipment <br /> breakdowns and received materials sat on the tipping floor for an extended period? Last week, <br /> was there any change in the operation that may have caused odor to emanate from the facility <br /> and could have been detected by the residents in the neighborhood? <br /> Re-call that, the permit for your facility prohibits receipts of residential, mixed municipal, and <br /> other types of putrescible wastes. Only non-hazardous commercial and industrial solid wastes, <br /> as described in the governing Transfer/Processing Report(TPR) are allowed for receipt in the <br /> operation. As we have discussed during the monthly inspections, if inadvertently odorous loads <br /> are received, the loads shall be the first to be processed and removed to disposal. <br />
