Maximum Sound Level.
i. Commercial.
(A) The maximum sound level(Lmax)produced by commercial land
uses or by other permitted noise-generating activities on any retail
commercial zoning district(i.e., CO, CN, CG, CD, CL, or CA
districts) shall not exceed 75 dB; and
(B) The hourly equivalent sound level (Lq)from these land uses shall
not exceed 65 dB during daytime or nighttime hours as measured at
the property line of any other adjoining retail commercial zoning
district(CO, CN, CG, CD, CL,or CA districts).
TABLE 3-7 PART II-NOISE STANDARDS FOR OUTDOOR ACTIVITY AREAS
Noise Level Descriptor Day(7:00 a.m.to 10:00 p.m.) Night(10:00 p.m.to 7:00 a.m.)
Hourly Equivalent Sound Level(L,),dB 55 45
Maximum Sound Level(Lmax),dB 75 65
Based on the October 2011 site plan, it appears that the nearest residential receiver(along E
p 9 Pp ( g
Myrtle Street)will be located approximately 200-feet south of the project entrance/exit, and the
nearest commercial receiver will be the convenience store located at the southwest corner of
Weber Avenue and N Filbert Street. Therefore, based on our interpretation of the City's
Development Code Noise Standards, the following noise levels cannot be exceeded:
TABLE 2:PROJECT RECEIVER NOISE STANDARDS BASED ON CITY OF
STOCKTON DEVELOPMENT CODE
Daytime Nighttime Lmax
Location Le.(dBA) Le (dBA) (dBA
E Myrtle Street Residences 55 45 65
Convenience Store(Weber and Filbert) 65 65 75
*Daytime and Nighttime L_are the same.
SECTION 2: EXISTING NOISE ENVIRONMENT
To quantify the existing noise environment at the project site,we conducted five continuous
24-hour noise measurements from 12 to 13 September and 19 to 22 September 2011. The
dominant noise source is local traffic on N Filbert Street and Weber Avenue. CA-4 also
contributes to the noise environment but to a lesser degree.Table 3 and Figure 1 show a
summary of the measured data.
