0 <br /> KLHINFEL®ER <br /> Bright People,Bight Solutions. <br /> 2.3 ProjectBackground and Objectives <br /> JHW operates the existing ESRTS facility as a transfer station and resource <br /> recovery facility. ESRTS has been in operation since December 20, 1961. <br /> ESRTS is a large-volume transfer station and resource recovery facility open to <br /> commercial vehicles only. The facility does not provide a drop off location for <br /> California Redemption Value containers or other recyclables. Customers <br /> currently bring construction and demolition (C&D) materials (including wood, <br /> cement, asphalt, dirt, bricks, and stone) to the facility. In addition, the facility <br /> processes pre-separated glass, newspaper, cardboard and other recyclable <br /> materials. ESRTS does not process municipal solid waste. <br /> ESRTS operates under permits from the Department of Resources Recycling <br /> and Recovery (CalRecycle) and the City of Stockton. Under the CalRecycle <br /> permit. (Solid Waste Information System [SWIS] No. 39-AA-018), JHW is <br /> permitted to process up to a maximum of 512 TPD of recyclable material. These <br /> materials consist primarily of construction and demolition. ESRTS also operates <br /> under a Use Permit (UP75-95) from the City of Stockton. Currently, the <br /> operating hours are 7:30 am to 5:00 pm Monday through Friday, and 8:00 am to <br /> 12:00 pm on Saturday, closed Sunday. <br /> I JHW also operates a companion facility at a separate site, located at 401 S <br /> Lincoln in Stockton. This facility is also permitted by CalRecycle and the City. <br /> Under the CalRecycle permit, JHW may process up to a maximum of 500 TPD. <br /> This facility presently accepts "single-stream" recyclables delivered by waste <br /> haulers serving commercial and residential development in the Stockton vicinity. <br /> The material is termed "single stream" because all the recyclables are mixed <br /> together. <br /> The objectives of the project are 1) to consolidate the two JHW recycling <br /> operations on one site in order to increase operating efficiency, 2) reducing <br /> waste hauling between the two existing sites, and 3) continue the maximum <br /> waste handling capacity of the combined facilities. With the proposed project, <br /> ESRTS would be permitted to handle an average of 1,000 TPD and a maximum <br /> of 1,250 TPD. The limit on weekly average material acceptance would be <br /> increased from 2,560 to 7,000 tons per week, and the facility would be permitted <br /> to operate 24 hours a day, 7 days a week. <br /> 2.4 Project Details <br /> The proposed project consists of the physical expansion and improvement of the <br /> 1 ESRTS processing site to accommodate proposed levels of recyclable <br /> processing. The expanded and improved ESRTS facility would accommodate <br /> an average of 1,000 TPD of waste material, an average of 7,000 tons per week, <br /> and a maximum daily limit of 1,250 TPD.
