r <br /> KLEINFELDER <br /> Bright People.Right SolutioM <br /> proposed maximum of 1,250 TPD is expected to occur on fewer than 10 days <br /> per year. <br /> 2.4.1 Entitlements <br /> The proposed project will require the issuance of a Use Permit by the City of <br /> Stockton and a Solid Waste Facilities Permit (SWFP) by CalRecycle. ESRTS <br /> currently operates under an existing City Use Permit (UP75-95); however, <br /> expansion of the project site and associated usage of the expanded site will <br /> require issuance of a new permit. The requested Use Permit would apply to the <br /> entire project site, as described in this section. <br /> r The proposed project includes a request for abandonment of the portion of F <br /> Street separating the eastern (existing) and western (expansion area) portions of <br /> the project site. This area, shown on Figure 2-5), encompasses approximately <br /> 0.3 acres. The project applicant has title to lands on both sides of the street; as <br /> a result, title to the subject abandonment area will revert to the project applicant. <br /> A portion of the proposed project would require amendment of the existing <br /> CalRecycle SWFP; this requirement applies only to areas involving waste <br /> handling. The amended SWFP would be applicable only to APN 153-231-17, <br /> r which contains the existing transfer station and recycling operations. The <br /> remaining project facilities consist of existing or planned operations including <br /> glass sorting that are not required to have a SWFP. These uses include truck <br /> circulation, scales and parking. <br /> The proposed project includes the zoning of the abandoned portion of F Street, <br /> and the rezoning of the portion of the project site located west of F Street, to <br /> Industrial General (IG). F Street is presently unzoned. The addition to the <br /> project site is presently zoned to Industrial Limited (IL). <br /> r The IG zoneran ermits a wider a of industrial uses than the IL zone, including <br /> P g <br /> heavy manufacturing. A range of non-industrial uses, including certain retail and <br /> service commercial uses, which are allowable in the IL zone are prohibited in the <br /> IG zone. The purpose of the proposed rezoning action is to enable the western <br /> IL-zoned portion of the site to be used for recycling and transfer station <br /> purposes; these uses are not permitted in the IL district. Proposed zoning <br /> actions are shown on Figure 2-6. <br /> Demolition permits will be required for the existing on-site structures listed in <br /> Section 2.4.4. In addition, demolition permits will be required for the removal of <br /> three existing off-site residences located along the south side of E Weber <br /> Avenue, which are subject to noise impacts.
