Create a new source of substantial light or glare that would 4 <br /> adversely affect daytime or nighttime views in the area? <br /> NARRATIVEIi <br /> Environmental Setting! <br /> The proposed project site is a developed industrial site located in a predominantly <br /> industrialized area. The eastern portion of the site is occupied by the East Stockton <br /> Recycling and Transfer Station (ESRTS) storage areas and parking lots. The western <br /> portion of the site includes a single-family residence and industrial buildings; most of <br /> this area is used for semitrailer parking. The site includes the portion of F Street north <br /> of Weber Avenue, which dead-ends at the Stockton Terminal and Eastern Railroad <br /> (Figure 2-7) and currently divides the proposed project site. <br /> The project site includes existing buildings, heavy machinery, and on-site materials and <br /> truck storage need; 15-foot high piles of recyclable materials are located in the <br /> southeast quadrant of the site and a raised manned sorting conveyor belt is located <br /> immediately north of these piles. Cardboard and wood processing areas are located <br /> along the north boundary of the site. Views of ESRTS are screened by mature <br /> oleanders that shield this portion of the site from street views. A dark screen cover <br /> extends from Filbert Street west, north of Weber Avenue, to conceal the existing <br /> recyclable piles and sorting area. <br /> The project is bounded by existing industrial uses to the north, west and east. The <br /> Stockton Terminal and Eastern Railroad is located north of the site, and a residential <br /> neighborhood is located to the south of the project site. An existing eight-foot masonry <br /> wall provides a barrier between the project site and this existing neighborhood. Three <br /> additional residences are located immediately south of the proposed site access along <br /> the south side of Weber Avenue west of F Street. <br /> Views from the site are very limited due to existing shielding; industrial warehouses, <br /> parking lots, three homes and a railway right-of-way to the north are visible from some <br /> 121339/STO11R226 3-11 October 14, 2011 <br /> Copyright 2011 Kleinfelder <br />
