The eastern portion of the site is occupied by the East Stockton
Recycling and Transfer Station (ESRTS) storage areas and parking lots. The western
portion of the site includes a single-family residence and industrial buildings; most of
this area is used for semitrailer parking. The site includes the portion of F Street north
of Weber Avenue, which dead-ends at the Stockton Terminal and Eastern Railroad
(Figure 2-7) and currently divides the proposed project site.
The project site includes existing buildings, heavy machinery, and on-site materials and
truck storage need; 15-foot high piles of recyclable materials are located in the
southeast quadrant of the site and a raised manned sorting conveyor belt is located
immediately north of these piles. Cardboard and wood processing areas are located
along the north boundary of the site. Views of ESRTS are screened by mature
oleanders that shield this portion of the site from street views. A dark screen cover
extends from Filbert Street west, north of Weber Avenue, to conceal the existing
recyclable piles and sorting area.
The project is bounded by existing industrial uses to the north, west and east. The
Stockton Terminal and Eastern Railroad is located north of the site, and a residential
neighborhood is located to the south of the project site. An existing eight-foot masonry
wall provides a barrier between the project site and this existing neighborhood. Three
additional residences are located immediately south of the proposed site access along
the south side of Weber Avenue west of F Street.
Views from the site are very limited due to existing shielding; industrial warehouses,
parking lots, three homes and a railway right-of-way to the north are visible from some
121339/STO11R226 3-11 October 14, 2011
Copyright 2011 Kleinfelder
