KLEINFELDER
Bright People.Right Solutions.
Three residences are located along the south side of Weber Avenue west of F Street;
these residences are not within the project site but would be demolished as a part of the
project. These homes were constructed in the "historical period" (> 50 years ago). A
fourth, located within the site, was constructed in 1996 and is not historic. The parcel
numbers, address, owner and date of construction as shown in ParcelQuest are listed
below.
153-180-08 2391 E Weber Gupta 1996
153-180-09 2392 E Weber Gupta 1951
153-180-12 2376 E Weber Arroyo 1946
153-180-14 2374 E Weber Fernandez 1952
The three houses constructed during the historic period are relatively small and have no
notable architectural characteristics, photos of the three homes are available in
Appendix B. The residences are not City Landmarks or located within a Historic District,
and the structures are not listed on any local, state or federal register of historic places.
Pictures of the subject residences have been submitted to the Community Development
Department for inclusion in the project file.
The Stockton Development Code (16.220.105) requires that demolition permit
applications for structures of historic age (>50 years) be evaluated by the Director of
Community Development as to whether they constitute potential historic resources or
not. In the event that structures are determined to be potentially historic, additional
environmental review and conditions on demolition, or prohibition of demolition, may be
required. In the event that demolition would result in significant effects on historic
resources, an EIR needs to be prepared.
Environmental Impacts
Cultural Resources Impact
As a result of past disturbance of the site and the recent nature of existing structures on
the site, proposed development of the project site is not expected to result in any direct
effect on known archaeological or historic resources.
The proposed project would involve the demolition of three residences constructed
during the historic period. Demolition would be subject to the requirements of
Development Code Section 16.220.105. Under this section, a demolition application
must be prepared and submitted to the Director of Community Development. The
Director will determine whether the structure is a potentially historic resource and
whether demolition may proceed pursuant to a Notice of Exemption under CEQA, or
whether an EIR needs to be prepared. It is assumed for the purposes of this Negative
Declaration that a Notice of Exemption will be sufficient for the subject residences.
Compliance with the Development Code is required by a mitigation measure below.
121339/ST011 R226 3-27 October 14, 2011
copyright 2011 Kleinfelder
