KLEINF-ELDER
Bright People.Right Solutions.
The proposed project would not result in any direct public or construction exposure to
known hazards and, consequently, no significant hazard impacts. Past uses of the site
may have resulted in undocumented subsurface contamination; if such contamination
exists, project-related excavation could lead to release of hazardous materials to the
environment. Mitigation measures below address this issue and would reduce potential
impacts to less than significant.
The proposed project will require demolition of existing structures, which may contain
lead-based paint and/or asbestos-containing building materials; consequently,
construction workers may be exposed to these hazardous substances. Proposed
demolition of any existing structures will be regulated by NESHAP Safety measures as
a part of the Demolition permit process, as noted in mitigation measures below.
The project would involve no substantial use of hazardous materials in either
construction or operation. Project operation would involve no potential for upset or
release of hazardous materials.
1 Project development is not subject to Airport Land Use Plan restrictions nor is the site
located within a Safety Zone (Stockton Metro Airport Master Plan, 1997). The proposed
project would involve no conceivable impairment of emergency response or evacuation
activities. New construction or renovation of existing structures would provide additional
options for emergency response planners.
The Project area lies within an urbanized (built up area) and is not subject to wildland
fire hazards.
Level of Significance: Potentially significant.
Mitigation Measures:
1. Building demolition shall occur pursuant to a City of Stockton demolition
permit, including required compliance with NESHAP requirements.
1
2. During project construction, if any soil discoloration, odors or other
indicators of the presence of hazardous material contamination is
encountered, work at the site shall stop until a qualified professional in
hazardous material contamination evaluates the site. The professional shall
recommend measures to remediate any identified contamination, and work
ishall not resume at the site until remediation is completed.
Significance After Mitigation: Less than significant.
121339/ST011 8226 3-35 October 14, 2011
Copyright 2011 Kleinfelder
