Increase the use of existing neighborhood and regional parks or
other recreational facilities such that substantial physical
deterioration of the facility would occur or be accelerated?
b. Include recreational facilities or require the construction or
r expansion of recreational facilities that might have an adverse
physical effect on the environment?
r
NARRATIVE DISCUSSION
Environmental Setting
Park and recreation facilities are provided by the City of Stockton Parks and Recreation
rDepartment. Sousa Park is located within one mile of the project site. This park is 3.47
acres in size and is equipped with open grass areas, playground equipment and
benches.
Environmental Impacts
The proposed project would involve redevelopment and expansion of an existing
industrial site. The project is located in central Stockton in a completely urbanized area.
The project would involve no direct effect on park or recreation facilities. The project
site is exempt from paying Parks and Recreation Public Facility fees and would have no
impact on park demand or direct effect on parklands.
rLevel of Significance: Less than significant
Mitigation Measures: None required
r
p
Potentially Less Than Less Than No
15.TRANSPORTATION/TRAFFIC — Significant Significant Significant Impact
Impact With Impact
Mitigation
Would the project Incorporation
a. Cause an increase in traffic that is substantial in relation to the
r existing traffic load and capacity of the street system (i.e., result in
a substantial increase in the number of vehicle trips, the volume-
to-capacity ratio on roads, or congestion at intersections)?
b. Cause, either individually or cumulatively, exceedence of a level-
of-service standard established by the county congestion
management agency for designated roads or highways?
c. Result in a change in air traffic patterns, including either an
increase in traffic levels or a change in location that results in
substantial safety risks?
1
121339/ST011R226 3-57 October 14, 2011
Copyright 2011 Kleinfelder
