f INDEPENDENT TRUCKING COMPANY, INC. EXPANSION OF THE EXISTING RECYCLING FACILITY INITIAL STUDY ATTACHMENT TO INITIAL STUDY INTRODUCTION Independent Trucking Company, Inc. (Independent Trucking) is an existing recycling facility. The existing facilities and operations, and those proposed for expansion, are described in detail in the Report of Station Information prepared in June, 1996 by Condor Earth Technologies, Inc. Portions of that report are hereby incorporated, and modified when appropriate, to provide supporting information to the Initial Study prepared for the City of Stockton Community Development Department. Bold text in this attachment refer to topic headings in the Initial Study. A. Project Description 1. General description of project: The recycling operations at 401 S. Lincoln are wholly owned and operated by Independent Trucking Co., Inc., which is a subsidiary of Delta Container Corporation. Independent Trucking has been in operation at this location since 1935, and became a state certified recycling facility and processing center in 1978, operating under Solid Waste Facilities Permit No. 39-AA-016. 3. Operational characteristics: Describe the Basic Operation: Independent Trucking receives recyclable materials from commercial, residential, industrial, construction, and demolition types of customers. Materials processed at Independent Trucking are predominantly source-separated materials retrieved from the typical municipal waste stream. Materials Received: Recyclable materials that are commonly processed by Independent Trucking are aluminum and bi-metal cans, California Redemption glass and mixed glass, all grades of cardboard and paper, and all categories of plastics. Wood and concrete and other miscellaneous recyclable materials are accepted, if special arrangements are made. Non-recyclable materials that arrive at Independent Trucking as a result of the recycling operation account for less than two percent of the materials received and are stored on- site for a maximum of 48 hours. Types of Materials Not Received: Materials that are not accepted, stored, or processed at Independent Trucking include: high liquid content wastes, sludges, contaminated soils, hazardous wastes, paints, pesticides, etc., including any material that is deemed unacceptable by Independent Trucking management.
