attachment to Initial Study
Independent T-cking C—pwy.Inc.
June 5, 1996
Page 2
Amount of Material Processed: Independent Trucking has been permitted by the
California Integrated Waste Management Board (CIWMB) to process up to 250 tons of
waste materials per day (TPD). In order to meet the growing demand for materials
recycling, Independent Trucking is requesting that the CIWMB increase the permitted
tonnage limit. Through decreases in handling procedures and increases in processing
areas, storage areas, and equipment, and if needed, qualified personnel, the design
capacity is estimated to be 500 TPD. Independent Trucking is requesting that the
CIWMB increase their permitted limit to 500 TPD.
Size of Property: The entire property is 2.34 acres. The existing operations have been
accomplished on a 0.93 acre area referred to in the site plan as the Existing Processing
Area. The Existing Processing Area is adequately fenced and paved. There is a 10,230
ft' metal building, a metal outbuilding, and a mobile home type trailer all located on the
Existing Processing Area. Major equipment operated within this area consists of baling
machines, a wire strapping machine, a conveyor belt, truck scales, a ran crusher, and
a paper shredder.
Storage of trailers and metal containers has taken place on a 0.37 acre area, referred to
in the site plan as the Storage Yard. The Storage Yard is adequately fenced and has a
graveled surface.
A 0.59 acre area referred to as Proposed Expansion For Processing will be used for
storage and processing of recyclable materials. This area is adequately fenced and will
be paved before materials processing occurs on it.
A 0.45 acre area referred to as Proposed Expansion Area will be used for employee
parking. This area will be fenced and paved before any employee parking occurs on it.
General Flow of Material: Recyclable materials are typically dumped on the concrete
floor of the processing area. The materials are pre-sorted with a Bobcat loader either
into a baler or onto a hand sorting conveyor. Sorted materials are either baled and
stacked, or placed loose into metal containers until being delivered to a buyer. Non-
baled product is normally shipped off of the property in less than 48 hours. Baled
product is stored in a safe and sanitary fashion until a buyer is secured. Storage of baled
paper can be for up to several weeks. Forklifts, bobcat loaders, trucks, trailers, and roll-
off units are all utilized to move load and store recyclable materials.
