Attachment to Initial Study <br /> Independent Trucking Company,Inc. <br /> June 5, 1996 <br /> Page 9 <br /> 7. Will the project contribute to the loss of viable agricultural lands or interfere with <br /> agricultural operations? <br /> No. The entire area within at least 1,000 feet is zoned industrial and no agricultural <br /> operations occur in the vicinity. <br /> 8. Governmental bodies or departments having discretionary approval or authority <br /> over the project and the type of permit or approval required by each body. <br /> Independent Trucking operates under Solid Waste Facilities Permit No. 39-AA-016 which was <br /> issued June 12, 1978, by the San Joaquin Local Health District. A review of this permit is <br /> conducted every five years by the California Integrated Waste Management Board and the San <br /> Joaquin County Environmental Health Department. <br /> No Report of Waste Discharge is required to be filed, with the Regional Water Quality Control <br /> Board for this facility. <br /> Independent Trucking's Existing Processing Area facility has been in continuous operation since <br /> 1935, and the land use is considered to be "grandfathered". A land use permit is not required <br /> by the City of Stockton for existing operations. The Proposed Expansion Area will require a <br /> Land-Use Permit from the City of Stockton Community Development Department. <br /> The State Water Resources Control Board (SWRCB) has a statewide general permit which <br /> requires that all owners of land where industrial activities occur to: <br /> eliminate or reduce non-storm water discharges to storm sewer systems and other waters <br /> of the nation, <br /> develop and implement a Storm Water Pollution Prevention Plan (SWPPP), <br /> perform inspections of storm water pollution preventive measures (control practices). <br /> To obtain coverage under the state general permit Independent Trucking is in the process of <br /> submitting a Notice of Intent (NOIJ to the SWRCB, along with the appropriate annual fee. <br /> Independent Trucking is in the process of developing and implementing an SWPPP and a Storm <br /> Water Monitoring and Reporting Program. <br /> A copy of the current certificate for a Certified Drop-off or Collection Program, No. CP0121 <br /> is shown in Appendix A. This certificate was issued by the California Department of <br /> Conservation, Division of Recycling on March 17, 1995, and will be renewed on February 7, <br /> 1997. <br />
