a refuse worker to act as a load checker and visually monitor the <br />unloading area. This load checker examines the contents of <br />vehicles as they are unloaded, checking for unacceptable wastes. <br />This person also records on a vehicle log (Exhibit 1), the <br />vehicle number of each vehicle and the name of the hauler, if the <br />customer is a commercial hauler. <br />The load checking program is designed to find prohibited waste <br />before it is disposed and have the customer remove such waste <br />from the site for proper disposal. Once prohibited wastes have <br />been deposited at the site, the program will attempt to detect <br />prohibited wastes in containers greater than five gallons in <br />capacity or spills and provide for cleanup and ultimate disposal <br />of these materials. <br />The steps involved in the load checking program are summarized in <br />the flow chart shown as Exhibit 2. These steps include both <br />situations for which the prohibited waste is removed from the <br />site when requested by the load checker and situations for which <br />the County must perform ultimate disposal. The actions taken <br />upon the discovery of prohibited waste are as follows: <br />A.
