l <br /> CALIFORNIA WASTE MANAGEMENT BOARD <br /> FACILITY INVES11GATION REPORT <br /> Investigation #3 Page 1 of 2 <br /> Facility: Lovelace Transfer Station <br /> IS 39-AA-0008 <br /> Location: Lovelace Road 1/4 mile East of <br /> Airport Way <br /> Local Enforcement Agency: San Joaquin Local Health District <br /> Investigation Date: December 9, 1987 <br /> Investigated By: Jesse Adams <br /> I conducted the third site investigation of the subject facility <br /> on December 9, 1987. I was accompanied by Mr Alan Bierdermann, <br /> the LEA, and Ken Belcher, from Public Works. <br /> Investigation results and compliance with the State Minimum <br /> Standards are documented below. <br /> During this investigation, it was observed that some portions of <br /> the tipping deck were in need of repair and that after a rain <br /> there was some ponding on the pavement facing away from the <br /> tipping area as a result of clogged drains. (See Section 17556 - <br /> General Maintenance Program) . <br /> It was also observed that the operator was in the process of <br /> repairing some traffic caused low spots at the tipping deck with <br /> earth as an interim measure. I was advised that public works <br /> plans to completely rehab the facility, unless a planning <br /> decision is made to re-site it. The rehab would include repair <br /> of deteriorated areas, drainage, and repaving of the deck. I <br /> noted some minor litter outside the containment fence as a result <br /> of a gate being open to where the operator was obtaining the <br /> above mentioned fill and was advised that it would be picked up <br /> that day. (See Section 17557 - Station Maintenance Program) . <br /> The observations noted above were being worked on at the time of <br /> the site visit and were considered marginally acceptable. The <br /> LEA will monitor the additional work required to effect a <br /> complete repair and report when completed.
