l
CALIFORNIA WASTE MANAGEMENT BOARD
FACILITY INVES11GATION REPORT
Investigation #3 Page 1 of 2
Facility: Lovelace Transfer Station
IS 39-AA-0008
Location: Lovelace Road 1/4 mile East of
Airport Way
Local Enforcement Agency: San Joaquin Local Health District
Investigation Date: December 9, 1987
Investigated By: Jesse Adams
I conducted the third site investigation of the subject facility
on December 9, 1987. I was accompanied by Mr Alan Bierdermann,
the LEA, and Ken Belcher, from Public Works.
Investigation results and compliance with the State Minimum
Standards are documented below.
During this investigation, it was observed that some portions of
the tipping deck were in need of repair and that after a rain
there was some ponding on the pavement facing away from the
tipping area as a result of clogged drains. (See Section 17556 -
General Maintenance Program) .
It was also observed that the operator was in the process of
repairing some traffic caused low spots at the tipping deck with
earth as an interim measure. I was advised that public works
plans to completely rehab the facility, unless a planning
decision is made to re-site it. The rehab would include repair
of deteriorated areas, drainage, and repaving of the deck. I
noted some minor litter outside the containment fence as a result
of a gate being open to where the operator was obtaining the
above mentioned fill and was advised that it would be picked up
that day. (See Section 17557 - Station Maintenance Program) .
The observations noted above were being worked on at the time of
the site visit and were considered marginally acceptable. The
LEA will monitor the additional work required to effect a
complete repair and report when completed. Corrective measures
implemented since the previous investigation are also outlined.
The facility was found in compliance with all other standards.
Photo documentation is available from the board upon written
request.
Original
V/—:f 419U64 bye
S tion Manager Waste Mana ment Specialist
