Lovelace Transfer Station Page 2 of 3 BACKGROUND This facility was last inspected by Board staff on December 9, 1987 and was found to be in compliance with Title 14, California Code of Regulations (CCR) , Chapter 3 (State Minimum Standards) . RESULTS The facility was evaluated for compliance with 14 CCR, Chapter 3 (State Minimum Standards for Solid Waste Handling and Disposal) and Chapter 5 (Enforcement of Solid Waste Standards and Administration of Solid Waste Facilities Permits) . Two violations of the CCR were observed and are documented below. Two areas of concern were also noted. The facility was found to be in compliance with all other applicable sections of the CCR. The results of this inspection are as follows: VIOLATION 14 CCR 17483 - Station Security I observed a television set along with other wastes dumped near the storm drainage pond (north side of the station) . This facility needs adequate perimeter barrier on the north side of the station to discourage unauthorize access of persons or vehicles. Also the perimeter fence near the southwest corner of the station (between the hazardous waste locker and blue container bin) is hanging loose and creating space at the bottom which could be easily access by unauthorized person. I indicated this area to Felipe Lomas (Site Supervisor) . The fence must be repaired to deter unauthorized access. 14 CCR 17535 - Litter Because of gusty winds on the day of this inspection, I observed substantial litter going outside the perimeter boundary at the southeastern corner of the facility. I was told by Felipe Lomas (Site Supervisor) that there's no way they can control litter from going off-site during gusty winds. Extending the height of the fence at the southeast corner of the station may be helpful in containing the litter from going off-site. Waste/Manaqement Specialist
