Lovelace Transfer Station <br /> Page 2 of 3 <br /> BACKGROUND <br /> This facility was last inspected by Board staff on December 9, <br /> 1987 and was found to be in compliance with Title 14, California <br /> Code of Regulations (CCR) , Chapter 3 (State Minimum Standards) . <br /> RESULTS <br /> The facility was evaluated for compliance with 14 CCR, Chapter 3 <br /> (State Minimum Standards for Solid Waste Handling and Disposal) <br /> and Chapter 5 (Enforcement of Solid Waste Standards and <br /> Administration of Solid Waste Facilities Permits) . Two <br /> violations of the CCR were observed and are documented below. <br /> Two areas of concern were also noted. The facility was found to <br /> be in compliance with all other applicable sections of the CCR. <br /> The results of this inspection are as follows: <br /> VIOLATION <br /> 14 CCR 17483 - Station Security <br /> I observed a television set along with other wastes dumped near <br /> the storm drainage pond (north side of the station) . This <br /> facility needs adequate perimeter barrier on the north side of <br /> the station to discourage unauthorize access of persons or <br /> vehicles. Also the perimeter fence near the southwest corner of <br /> the station (between the hazardous waste locker and blue <br /> container bin) is hanging loose and creating space at the bottom <br /> which could be easily access by unauthorized person. I indicated <br /> this area to Felipe Lomas (Site Supervisor) . The fence must be <br /> repaired to deter unauthorized access. <br /> 14 CCR 17535 - Litter <br /> Because of gusty winds on the day of this inspection, I observed <br /> substantial litter going outside the perimeter boundary at the <br /> southeastern corner of the facility. I was told by Felipe Lomas <br /> (Site Supervisor) that there's no way they can control litter <br /> from going off-site during gusty winds. Extending the height of <br /> the fence at the southeast corner of the station may be helpful <br /> in containing the litter from going off-site. <br /> Waste/Manaqement Specialist <br />
