F. Standard operating procedure is that incoming vehicles
dump waste materials adjacent to loading pit. Loaders
push the wastes into the loading pit where transfer
station vehicles are located. A backhoe mounted above
the loading pit spreads and compacts the waste in the
trailer to maximize the amount of waste hauled by each
vehicle. Transfer vehicles are then covered and weighed
upon exiting.
G. A recycling area for recovering metals from the waste
stream is located at the southwest corner of the station.
The metals are stored in roll off boxes. When the bins
are full, the bins are transported to a Stockton
salvaging firm.
Used oil and ud batteries are currently not accepted at
this station If the generator is unknown, the wastes
will be handlrd by the procedure outlined in H.
H. The facility has implemented a hazardous waste screening
program in response to state laws which prohibit the
handling of hazardous waste at the station.
This program is designed to control the disposal of
prohibited wastes at this station and to provide for
proper removal and disposal of such wastes if detected.
If hazardous waste is discovered, the customer will be
told that he must remove the hazardous wastes from the
station and arrange for shipment to a licensed disposal
site.
If the vehicle has left or generator is unknown, the
hazardous waste will be moved to the hazardous waste
storage locker. Within 90 days, Lovelace Transfer
Station will contract a hazardous waste hauler to remove
the waste and dispose of them at a hazardous waste
disposal site.
Additional measures may be required by the Local
Enforcement Agency (LEA) .
I. Anticipated changes in design and operation in the next
5 years are:
a. An area in the northwest corner of the station will
be developed as a recycling area. This area will
be fenced, paved, and sloped to a drain that will
discharge to station's drainage pond. Recyclable
materials will be diverted to this area where it
will be sorted and placed in roll-off boxes. Wood
waste will be stockpiled to accumulate quantities
for shipment.
