Lovelace Large Volume Transfer Station <br /> Page 3 of 10 <br /> available space might negatively impact operations. I also feel that <br /> extra precautions will be necessary to insure employee and public <br /> safety. <br /> 14 CCR 17534 Drainage Control <br /> The paved areas of this facility are graded to allow surface runoff <br /> to reach drains. I observed the drains to be clear of debris. Water <br /> that accumulates in the loading pit is pumped to an earth lined <br /> holding pond where it is eliminated through percolation and <br /> evaporation. I did not observe water in the holding pond the day of <br /> this inspection. <br /> The Board received correspondence ( 5/19/90 , Marshall ) from the <br /> Regional Water Quality Control Board (RWQCB) requesting San Joaquin <br /> County to "evaluate the liquid wastes discharged to the pond and <br /> determine if these liquids are a ' designated ' waste as defined by <br /> Title 23 of the California Code of Regulations, Chapter 3 , Subchapter <br /> 15. . .The County ' s evaluation should be completed no later than 1 <br /> February 1991 . " <br /> Due to subnormal precipitation ( this rain season) , the drainage water <br /> has not been tested. This regulation will remain an area of concern <br /> until testing has been completed and the Board is notified of test <br /> results and the RWQCB' s recommended action. <br /> 14 CCR 17538 Traffic Control <br /> No traffic control problems were observed during the inspection. <br /> Traffic flow was well organized and controlled with proper signing, <br /> segregated traffic lanes for public and commercial vehicles, and the <br /> use of alternative work program (AWP) inmates and site employees as <br /> spotters . <br /> Although I did not observe vehicles stacking onto public roads, I am <br /> concerned about the possibility of this occurring. The LEA and Board <br /> permit staff, in a review of the 1977 Report of Station Information <br /> (RSI ) , agreed that a provision allows the station to accept a "peak <br /> load" of 700 tons per day (tpd) ( 10/30/90, Cover Letter for Proposed <br /> Permit, Padilla) . On days when this peak loading capacity is <br /> approached, I am concerned that vehicles may stack onto Lovelace <br /> Road. <br /> CORRECTIONS IMPLEMENTED <br /> 14 CCR 17483 Station Security <br /> Unauthorized access is discouraged by the use of perimeter fencing <br /> (with barbed wire) and lockable gates at vehicle entry points. As a <br /> response to the 4/90 state inspection, the operator installed new <br /> security fencing at the north end of the station ( 9/90, LEA <br /> inspection) . The 11/90 LEA inspection noted that barbed wire on the <br /> Waste Management Specialist <br />
