Lovelace Large Volume Transfer Station <br /> Page 4 of 10 <br /> perimeter fence near the public tipping area needed repair and <br /> confirmed work completion in the next inspection report . <br /> All barbed wire and fence fabric had been repaired and was adequate <br /> to discourage unauthorized access on the day of this inspection. Mr . <br /> Belcher related that the motivation behind ' break-ins ' was primarily <br /> to gain access to the recovered aluminum stored in a bin near the <br /> south-west corner of the transfer station. <br /> 14 CCR 17512 Cleaning <br /> This facility is cleaned daily of loose material and litter . I <br /> arrived at the site at 0630 and observed the tipping areas, both <br /> public and private, to be free of accumulated refuse. All on-site <br /> bins and containers were clean and waste free. <br /> 14 CCR 17535 Litter Control <br /> I did not observe accumulations of litter , either on or off-site, <br /> that would create a public nuisance. This facility has a rigorous <br /> litter pickup and cleaning program. I observed that AWPs and site <br /> personnel continually clean and police the station for litter . Mr . <br /> Lomas informed me that site personnel also clean and police adjacent <br /> properties for litter throughout the day. <br /> As part of an anti-litter ordinance, all loads arriving at this <br /> facility are covered or the fee is doubled. Alternatively, a tarp <br /> may be purchased before entering. The tarping program was started by <br /> the County in 1987 . <br /> 14 CCR 17557 Station Maintenance Program <br /> The LEA inspection of 9/90 noted that a new inlet pipe had been <br /> installed at the drainage pond. I observed this pipe to extend about <br /> ten feet into the pond and drain onto "sand bags" to help prevent <br /> erosion. <br /> COMPLIANCE <br /> 30 PRC 44004 Solid Waste Facility Permit (SWFP) <br /> This inspection was conducted for the purpose of determining if the <br /> facility is in compliance with the terms and conditions of the <br /> proposed permit modification now before the Board. The station was <br /> found to be in compliance with the terms and conditions of the <br /> proposed modified SWFP. <br /> 14 CCR 17441 Report of Station Information (RSI) <br /> Since the 4/90 inspection, an RSI dated December 1990 was filed with <br /> the Board. I observed that this RSI fully describes the operations <br /> conducted at this site. <br /> Waste Management Specialist <br />
