.A 41. *6 0-0
Ed Padilla
June 17, 1991
Page 2
practice. Transfer stations are designed to accumulate waste
in varying quantities during the day, and steadily transfer
the waste throughout the day to the sanitary landfill. The
policy is to remove the waste by the end of the working day.
Therefore, this should not have been listed as a concern on
the inspection report.
2. Accumulation of white goods have increased.
I don't understand why this is an area of concern. White
goods are pulled from the waste stream and accumulated and
placed into bins for transportation to market. Each
individual appliance cannot be transported separately to
market. Therefore, in order to conduct a recycling program,
it is necessary to accumulate white goods until a sufficient
quantity is present to economically transport the white goods
to market. This accumulation was not excessive and should not
have been an area of concern.
3. Compacting backhoe is inoperable.
A backhoe is used to spread refuse on the top of the transfer
trailers to provide even distribution of the waste. The
hydraulic ram on the backhoe was leaking on the day of
inspection. Therefore, replacement of this ram was scheduled
during a time when no transfer trailers were at the Transfer
Station. Thus, the backhoe was out of operation for about 30
minutes during which transfer trailers were not loaded. This
was a scheduled maintenance item and should not have been
listed as an area of concern. It had no impact whatsoever on
the Transfer Station.
4. New screening for west side has not been received yet.
Screening had been ordered for the west side, was received,
and was the wrong type of screening. Therefore, the screening
was returned to the manufacturer and new screening has been
ordered. It has not yet been received. When it is received,
it will be installed on the west side. In the meantime, rips
and tears in the screening on the west side have been
repaired.
TH:vj
R:\VIRGINIA\LTS.EP
TA 11103
