C <br /> State of CaliforniaTHE RESOURCES AGENCY <br /> s <br /> memorandumD <br /> RR 9 X978 <br /> To : Files Date = March 7, 1978 <br /> N JA ` <br /> HEALTH <br /> DISTRICT <br /> Bernie Vlach <br /> From STATE SOLID WASTE MANAGEMENT BOARD <br /> Subject: MONITORING AND COMPLIANCE REPORT - SAN JOAQUIN COUNTY <br /> On February 14, 1978 Jan Meyer and I conducted a field inspection of solid waste <br /> facilities in San Joaquin County. The following Findings were made: <br /> LOVELACE TRANSFER STATION <br /> The Lovelace transfer station is operating at 300% of its designed through-put. <br /> . The station was never completed as conceptualized, i.e. a closed, covered <br /> facility. Presently only three walls exist and these are supported by trusses. <br /> The station serves both private and county vehicles. <br /> The weather had been severe prior to our inspection and a drainage problem was <br /> evident. The loading dock is a sump which collects rainwater and leachate. The <br /> existing drainage system is clogged and inoperable. Part of the site surfacing <br /> is inadequate for all weather use, becoming a quagmire. Stacking of empty trucks <br /> outside the facility is problematic as there is no designated parking area. The <br /> security fence around the paved area is in need of repair. <br /> Considering its original design capacity the facility operates quite well. A <br /> covered off-loading area would be advantageous during inclement weather. A system <br /> should be designed to dispose of liquid collected in the loading dock in a <br /> sanitary manner and in accordance with the recommendations of the California <br /> Regional Water Quality Control Board (17534). The unpaved portion of the station <br /> should be brought up to all weather capability (§17452, 17484). Stacking of <br /> vehicles waiting to enter the station on the public road should occur as approved <br /> by a traffic engineer or the local police authority (£17538). The fence should be <br /> repaired to discourage unauthorized entry by persons or vehicles (617483). <br />
